Several members of the conservative majority expressed skepticism on whether the EPA was allowed under the Clean Air Act to issue sweeping carbon emission regulations across the entire energy sector.

The conservative majority also questioned whether the EPA should be allowed to take on such a large issue without specific congressional authorization.
