Hi there, The 2022 Scoping Plan is instrumental for California to become carbon neutral by 2045. This is important because achieving carbon neutrality will be a boon for the state and for the fight against climate change, putting California on a path to a just transition toward a clean energy economy for all. But what is the Scoping Plan? I thought you’d never ask. Back in 2006, the State Legislature passed a monumental bill that did two things. It created a comprehensive, multi-year program to reduce greenhouse gas emissions in California. And it required the California Air Resources Board (CARB) to develop a Scoping Plan to lay out a blueprint for California to reduce its greenhouse gas emissions to 1990 levels by 2020. Thankfully, we are past 2020, so you’re probably wondering: Did we hit our goal? Yes and then some! In fact, the state actually reached its emissions goals four years early in 2016, so in 2018 former Governor Jerry Brown issued an executive order for the 2022 Scoping Plan Update to outline how California will become carbon neutral by 2045. The Scoping Plan is an incredible roadmap for our future as it relates to our climate goals and how we will achieve carbon neutrality. For the next few months, CARB will be holding workshops to educate the public about the Scoping Plan — and considering input from participants like California Environmental Voters — before it releases the first draft of its Scoping Plan later this spring. Then, we’ll be asking climate champions like you, friend, to provide feedback on the plan to make sure it’s as bold and ambitious as possible.
