Executive Order (EO) 13985, ?Advancing Racial Equity and Support for Underserved Communities through the Federal Government,? directs agencies to make federal contracting opportunities available to all eligible vendors and to remove barriers preventing underserved individuals and communities from entering into such opportunities. Building on EO 13985, President Biden has set out to increase the share of federal contracts awarded to small disadvantaged businesses (SDBs) from the current goal of 11% to 15% by fiscal year 2025.
