The filibuster requires 60 votes to end debate and actually move to pass any legislation, otherwise the minority party can block a vote indefinitely. It’s not a procedural rule, it’s a tool to score political points and halt progress. And it has already stalled important and popular legislation, like protecting voting rights, codifying Roe v. Wade into federal law, and passing President Biden’s Build Back Better agenda.
A handful of corporate-backed, “moderate” Democrats have come together to choose this outdated gridlock-creating rule instead of progress. CNN recently quoted Morgan on this issue:

She’s right – Ohioans are ready for a Senator who will actually legislate. Moderates and Republicans are pointing to this rule as an excuse to block voting rights, endanger our democracy, and prevent investments in our communities. That’s simply wrong.
