Recap... Federal and State Leaders Summit

This past December, GOPAC hosted its inaugural Federal and State Leaders
Summit in Washington, D.C. Legislators and corporate members attended from
across the country to exchange ideas on conservative policies and learn
from political and policy experts.

Our sessions included a wide range of topics from "The Right Environment
for Economic Success," and "Big Tech: How I Learned to Stop Regulating and
Love Conservatism”, to "Tobacco and Nicotine Policy in 2022 and Beyond:
Advancing Public-Health Objectives with Solutions Across Stakeholders.”
This allowed every legislator the opportunity to gain valuable insight on
ways to advance conservative principles within their own state.

event this past December.

ELECTIONS TO WATCH

2022 Elections: Redistricting

The party that holds the majority holds the pen for redistricting in state
legislatures.

North Carolina

A three judge panel has instituted a remedial map with a decent chance of
electing eight Republicans and six Democrats. The new map creates five safe
Republican districts and two other Republican-leaning seats, as well as
three safe Democratic seats and two more Democratic-leaning districts. The
remedial map is only in place for 2022, meaning a new map will need to come
together before the 2024 election.

Florida

A state House committee voted along party lines to advance a GOP-drawn
congressional map that would create 18 districts that would have gone for
Donald Trump and just 10 that would have voted for Joe Biden. The state
Senate last month passed its own version that has a closer 16-12 split in
favor of Trump.

Louisiana

Louisiana's Republican-run legislature finished passing new congressional,
state Senate, and state House maps and submitted them to Democratic
Governor John Bel Edwards. Edwards has not yet announced if he'll sign or
veto the proposals.

Pennsylvania

The Democratic-majority Pennsylvania Supreme Court has selected a final map
for the state's congressional districts, the previous 18 districts have
been redrawn down to 17 because of the census. The new map drops one
Republican-leaning seat to leave eight Republican leaning seats, six
Democratic-leaning seats, and three highly competitive seats. It has a
median seat bias of R+1.3 but an efficiency gap of D+3.0.

Mission Majority is the GOPAC Election Fund’s program that provides direct
financial support to House and Senate Republican incumbents, challengers,
and open seat candidates in competitive races. The GOPAC Election Fund also
encourages its members to donate directly to each endorsed candidate.

GOPAC's endorsements this month:

Stephanie Bice

For Oklahoma's 5th Congressional District

Stephanie was a part of GOPAC's 2015 class of Emerging Leaders and
previously served in the Oklahoma State Senate. She does not have a primary
opponent in her campaign for re-election. She will likely face Abby Broyles
(D) in the general election.

Bryce Reeves

For Virginia's 7th Congressional District

Reeves is running against incumbent Abigail Spanberger (D). Bryce currently
serves in Virginia State Senate District 17 and was a 2012 Emerging Leader.
The idea of service is in his blood. He served in the United States Army,
graduated from the Army's Ranger School, served as a narcotics detective in
Prince William County, and went on to serve in the Virginia State Senate.

Nancy Mace

For South Carolina's 1st Congressional District

Currently, Representative Mace will be facing a primary challenge from 5
candidates. SC-1 has moved from Republican leaning to solidly Republican at
R+17. Democrats aren't likely to make an effort to flip this district,
although, one candidate, Annie Andrews, just reported raising almost half a
million dollars in her first 2 months in the race.
