After the success of Nuestros Seres Queridos Trans, our culturally inclusive Spanish-language translation of our Our Trans Loved Ones, we’re excited to announce that today, thanks to the generosity of our friends at Subaru, we’ve released not one but THREE new publications. The new translations are:

The U. S. Department of Health and Human Services (HHS) is preparing to launch a harmful and discriminatory proposed rule that is not yet on the HHS website for federal comments, but we have created the Every Child Deserves a Family portal for you to say what you think of these federal comments now. It’s where you can enter your story now and we’ll submit them to HHS when their comment period opens. Enter your thoughts about protecting adoption and foster care rights for LGBTQ+ youth and adults, same-sex couples, and mixed-faith couples.

Deadline: 30 days from the date it will be posted to HHS Federal Comments page (not yet posted there and we’ll invite you to comment again later when the 30-day clock is ticking).

FEDERAL MATTERS

Please remember to make sure the people you love enroll: Affordable Care Act Open Enrollment closes on December 15th. PFLAG National is a sponsor of Out2Enroll.org which features fact sheets, enrollment tools and other information to help LGBTQ+ people and their families secure health insurance during this 2019 enrollment period. In 2018 for the first time enrollments declined over prior year. Watch PFLAG social media during open enrollment to encourage everyone to get covered.

STATE MATTERS

Massachusetts - Registry of Motor Vehicles (RMV) begins offering non-binary gender X licenses and identification cards. On Nov. 13th, the RMV announced that as part of its system upgrade, it now allows residents to choose a gender designation of X on their driver’s licenses or state ID cards, now recognizing three gender designations: male, female and non-binary.

Washington - State residents now given "X" gender option on driver's licenses, permits and identification cards. Effective November 14th, drivers in the state have a choice of being designated as M, F or X as a gender neutral alternative on licenses and related Department of Licensing products.

GLOBAL MATTERS

Botswana - The nation’s High Court repealed its colonial laws against same-sex relationships. This unanimous ruling on November 10th was welcomed by the LGBTQ+ community in the southern African country and beyond. IT now joins South Africa, Angola, Mozambique, Cape Verde and São Tomé in decriminalizing same-sex relationship.

Uganda - A Ugandan court charged 67 people with causing a nuisance after being arrested in an LGBT-friendly bar on November 12th. The 67, who were among 127 people arrested at Ram Bar in the capital Kampala on November 10th, could face up to one year in jail if found guilty. 

Zimbabwe - Zimbabwean court rules in favor of transgender woman in landmark case. This is the first case in which the country’s judiciary has recognized that gender does not have to be male or female, and transgender woman and hairdresser Ricky Nathanson was awarded $400,000 in her suit after she was arrested by six anti-riot police officers, forced to undergo two anatomical exams by police and then two other body exams by doctors, charged for criminal nuisance, detained for 48 hours and prosecuted for using the ladies restroom at a bar in January 2014.

I always enjoy reading about progress and setbacks in Policy Matters both stateside and around the world. Can you tell me whether there is a measurement of economic, legal and social impact of LGBT inclusion globally?

Dear GC:

Yes, we can. The Williams Institute, a think tank at the UCLA School of Law executed a study built upon its previous reports and had its researchers analyze survey data from 174 countries to produce the Global Acceptance Index (GAI). The GAI uses a country’s public beliefs and policies regarding LGBTQ people to determine the nation’s score, which then allowed countries to be ranked in order of most to least accepting to LGBTQ people. The outcomes showed that countries that were accepting increased acceptance and those that did not were even less accepting of LGBTQ people.

Three new studies from The Williams Institute use groundbreaking measures of LGBTQ acceptance and inclusion to examine the correlation between the economic, legal and social impact of LGBT inclusion. They are: 

All three measures showed a positive correlation between LGBT inclusion and GDP per capita:

  • A one-point increase in the GAI was associated with an increase in GDP per capita of $1,506.

  • One additional legal right was associated with an increase of $1,694 in GDP per capita.

  • Countries with the most inclusive LEI showed an addition of $8,259 in GDP per capita.
