Late last night, Russia began its invasion into neighboring Ukraine — with explosions reported in the capital city, Kyiv, and airports across the country attacked.

I strongly condemn Russia’s aggression to destabilize Ukraine and further undermine its territorial sovereignty — all while putting tens of millions of innocent lives at risk. What happened last night was an act of war.

While we work in coordination with our European allies to respond and impose targeted sanctions, we must continue to do all we can to de-escalate the situation and utilize the full power of diplomacy to find a negotiated solution to this crisis.

But if Putin continues to choose aggression and military action over diplomacy, then we must also be prepared to help lead a humanitarian effort to support Ukrainians fleeing the conflict.

That’s why I’m reaching out to you today, John. The International Rescue Committee of Northern California is mobilizing resources and partners to assist those who are vulnerable and displaced in wake of the attacks in Ukraine.

I am confident in President Biden’s repeated commitment to keep U.S. military personnel out of any conflict in Ukraine itself. But given Russia’s advances, it is important to stress that any new military deployments must be done in full compliance with Congress’ constitutional war powers and the provisions of the War Powers Resolution.
