ASA’s national staff has been hard at work for the past several
months, and we are pleased to present the Americans
for Safe Access 2021 State of the States Report an Analysis of Medical
Cannabis Access in the United States.
This year marks 25 years since our advocates
helped enact the first medical cannabis laws in California, the 20th
anniversary of Americans for Safe Access, and our eighth year
publishing this comprehensive analysis of medical cannabis access in
each of the U.S. states, territories, and DC. In the 25 years of
state-by-state legalization in defiance of federal laws, no
state has yet been able to offer reliable access to safe, affordable
medical cannabis for everyone who needs it. The grading in
this year’s report was redesigned from the bottom up to more
accurately assess how each state is providing for patients.
With the new scorecard, the average grade among all states and
territories dropped to 44.38% (a D on our grading scale). Many of the
obstacles to access that remain stem from the conflict between current
federal and state policies; without coordination and guidance
from the federal government, there are numerous barriers to access for
patients that cannot be resolved by the states. For a more
