As a member of the House Energy and Commerce Committee, she played a pivotal
role in passing the Affordable Care Act, and has since worked tirelessly to
strengthen the law by expanding premium assistance for middle-income families
and protecting people with pre-existing conditions. In response to the health
and economic crises from COVID-19, Doris helped establish the American Rescue
Plan. This legislation increased access to affordable health coverage for
millions of Americans and ensured that employees and their families facing job
loss or illness would maintain coverage until returning to work.

Breaking down barriers so that all people have access to mental health and
addiction care is very personal to Doris. That’s why – throughout her time in
Congress – she has dedicated her legislative work to reforming the behavioral
health system. Most notably, Doris authored legislation that created a model of
community-based clinics that have served nearly 1.5 million people nationwide
with the mental health and substance use disorder treatment they need. She has
continued to champion expanding and strengthening this program, and her policy
efforts have directly supported the establishment of more than 430 Certified
Community Behavioral Health Clinics operating in 42 states.

Doris is also working to improve our public health system, lower the cost of
prescription drugs, and permanently expand access to tele-health. Sacramento
needs Doris in Congress to continue her fight for health care and to keep her
on the House Energy and Commerce Committee.
