** Mass Care Exit Timeline - As of February 11, 2022

"As of today it looks like we're adding 118 more units, and then for transitional living program beds, 150 more. So that is a significant amount for the work that the community has been doing and is continuing to do."

FEBRUARY - Continued Data Completeness Identify Options for PEH

APRIL - Add Sockeye Capacity (up to 50 units) Full Capacity at Sockeye (up to 120 clients)

MAY - Full Capacity at Barrat (90 units)

JUNE - Closure of Sullivan Arena

ONGOING PROCESSES ALREADY INITIATED:
* Client Referral & Assessments into Aging & Disability Resource Center (clients able to self-pay with rental assistance & housing stability)
* Client Referral & Assessments for Emergency Housing Vouchers (clients that will need to choose a new shelter when mass care ends)
* Coordination with the Landlord Housing Program

ADDITIONAL OPTIONS NOT YET UNDERWAY OR DEVELOPMENT:
* Special Populations Housing or Shelter Navigation Venter Under Construction
* Second Permanent Supportive Housing Location Operational

Alaska Seeds of Change is a unique program to help young people develop job skills while addressing mental health needs. The program works with young people to develop vocational skills in an indoor hydroponic farm and in outdoor gardens in the summer.

For a complicated tangle of reasons — many having to do with the pandemic — there’s been a big drop in the number of foster care homes in Alaska. That means more children and teenagers are having to stay in shelters instead of with families.

You can’t address a problem you can't see, so Anchorage and other Built for Zero communities work to achieve quality data on people experiencing homelessness.

Communities in Built for Zero are committed to measurably and equitably ending homelessness for entire populations. The communities work toward functional zero ([link removed]) — an ongoing state where homelessness is continuously rare and brief.

One of the most important solutions to ending homelessness begins with a new way of seeing it.

Historically, communities have relied heavily on point-in-time counts, a count conducted on one night every year, to understand whether the problem of homelessness is improving. They’ve used this number to develop local strategies and make budget decisions.

But the count is just that — an estimate from a moment in time. There are no names behind it. No way to know what that number is today. No way to know how that number has changed over time.

Homelessness is a problem that changes every night. To keep up with it, we need a clear video, not a blurry snapshot.

** US Department of Housing and Urban Development (HUD)

HUD Releases Climate Action Plan
In November 2021, HUD released its new Climate Action Plan (CAP) ([link removed]) . The plan will guide the integration of climate resilience, decarbonization, and environmental justice into HUD’s core programs and policies. HUD plans to deploy the full capacity of the department to reduce GHG emissions and increase resilience to the impacts of climate change, while delivering on environmental justice and racial equity. Progress toward implementation of the 106 Climate Actions included in the plan will be tracked as part of HUD’s agency-wide Strategic Plan. [link removed]

The Alliance’s upcoming virtual conference, Ending Unsheltered Homelessness: Strategies and Policies the Work ([link removed]) , is set to kick off this coming Wednesday, February 16. The Alliance is looking forward to learning and sharing important perspectives focused specifically on unsheltered homelessness.

** National Council of Nonprofits

The Push Is On for Nonprofit Pandemic and Workforce Shortage Relief

On Monday, a broad coalition of more than 60 national charitable nonprofit organizations sent a letter to President Biden and congressional leaders ([link removed]) calling for “urgently needed pandemic and workforce shortage relief that will enable charitable organizations to fulfill their roles in our nation’s relief, recovery, and rebuilding.” The letter identifies nonprofit-specific policy solutions that would provide disaster relief, address nonprofit workforce
shortages, and promote volunteerism to aid our communities. The letter is now open for all charitable organizations to sign and circulate to show Congress and the White House that nonprofits in local communities throughout the country support these priorities.

** U.S. Interagency Council on Homelessness (USICH )

USICH Releases Voting Guides for Homeless Providers and People Experiencing Homelessness

Congress has found that the right of citizens to vote is fundamental and that it is the duty of the Federal, State, and local governments to promote the exercise of that right. Accordingly, HUD is sharing information to support the public, specifically people experiencing homelessness, in understanding how to access this fundamental right.

People can vote without a permanent address, and homeless services providers can help through nonpartisan registration and get-out-the-vote efforts. It is important to be aware of local registration deadlines, some of which occur in February, to ensure the ability to vote. Many rules about voting are set by states, so check with counsel to ensure that all activities are compliant with local and state law.

To help more Americans exercise their right to vote, our partners at the USICH created the following step-by-step voting guides for homeless providers and for people experiencing homelessness. Both are available in five languages:
