T.W. Shannon has helped lead the conservative movement in Oklahoma. He made history in January of 2013 when he became the youngest Speaker of the Oklahoma House of Representatives at the age of 34. He was the youngest in the country.

T.W. was the first Chickasaw and first African American to rise to position of Speaker. Shannon is currently President and CEO of Chickasaw Community Bank and also a commissioner for the Oklahoma Department of Transportation (ODOT). 


Kevin McGary is an entrepreneur, author, and public speaker. Kevin serves as Chairman of the Frederick Douglass Foundation of California and is an executive with both the Douglass Leadership Institute and the North Star Leadership PAC . He is founder of Every Black Life Matters

Kevin has worked 35 years in Information Technology. He is a recognized “Top Performer” in the arenas of Cybersecurity, Enterprise Applications, Application Development Automation and Enterprise Job Scheduling/Utilities. He has participated in a number of “start-ups!”

Kevin leads a collection of proactive individuals committed to developing innovative and new approaches to today's socio/political issues, and with the assistance of elected officials and community activists. Kevin lectures and provides workshops about today's most perplexing issues.

Ryan Walters, the Governor's Secretary of Education, will be with us and make a few comments on the Senate bill enabling parent's educational dollars to follow the child.

Senate Education Bill

Passing SB 1647 is a must!

Educational choice is the moral right
of every Oklahoma parent.
One of the most important pieces of legislation in Oklahoma history has been authored by Senate Pro Temp, Greg Treat.

The passage of SB 1647 is a must and will give authority to the parent to direct their child’s education.

Whether secular or Christian, children belong to the parent and not to the state.

Educational dollars are fiduciary funds collected for the sole purpose of educating children. They are like Social Security dollars. They are collected for a specific purpose and placed in a government bank account.
For years, the education establishment, the Oklahoma Education Association (OEA), and the Cooperative Council for Oklahoma School Administration (CCOSA) have not only dumbed down Oklahoma’s schools, but have littered the curriculum and libraries with material written by advocates of sexual perversion.
School-rating reports under Joy Hofmeister stop at 2019. In that year, her records tell us that 79,786 children were “educated” in F-rated public schools. Of those, 58,728 were minorities. Sixty six percent of the children in those F schools were in poverty.

For those of you who don’t think these numbers are appalling, just add the D-rated schools from the Hofmeister report. The numbers then skyrocket.

These numbers prove a lack of equal opportunity. We have denied an equal playing field to those children who are sentenced to one of these horrible public schools for their education.
Children whose parents are too poor to escape the public school system which their address requires them to attend are sentenced to the Hell-hole school down the street.

Those who oppose educational choice where money follows the child display an arrogant and callous disposition to the less fortunate. More than that, they also fail to understand that no parent should see their educational dollars forced into the government’s failed model of education.
No parent should have the fiduciary funds reserved for their child sent to a school advocating moral, religious, or political sentiments they consider reprehensible. Those boundaries between the state and the parent are crossed daily even in “A” schools!
Just last week, a sophomore in Norman Public Schools had to complete a form to access her homework.

The form asked her to make one of 10 selections to tell the teacher if she was a transgender man, a transgender woman, a genderqueer, a gender fluid, etc.

It then asked her to select which one of eight words or phrases best described her. The options included gay, lesbian, bisexual, pansexual, etc.

Most parents do not want their little boy or girl to be presented with this kind of material. It is against the parent’s preferences, yet it is being force-fed through the government institutions daily all over the state. Rural schools included.

Many parents would like their child to attend a Christian school, but cannot afford it. Whether rich or poor, they have a right to see that their educational funds do not go to that kind of school.
Unless we pass Senate Bill 1647, we will solidify the posture on education described more than one hundred years ago by MIT graduate E.H. Richards (1842-1911) when she wrote of American education in her book Euthenics, the Science of Controllable Environment:

In the social republic, the child as a future citizen is an asset of the state, not the property of its parents.
University educator, James Tipppett (1885-1958), described in 1936 the developing mindset of the educational elites in America when he wrote in Schools for a Growing Democracy:

Teachers must be considered servants of the state, not of parents, and the ends of the state, not the home, must be served.

As the late Angelo Codevilla observed:

During the twentieth century, almost every government on the
planet has tried to substitute itself for parents in some way.

The state, not the parent, has become the ultimate authority.

We are already close to making Orwell’s 1984 a reality.

Thanks to the leadership of the Oklahoma state Senate, we have the opportunity to reverse course. It is an opportunity we must not allow to pass.

Our legislators must no longer listen to the unions but, rather, begin today to listen to the voices of thousands of parents.

These are the parents who made EPIC the largest school district in the state.

Parents have the right to choose where and how their child is educated. In order to exercise that freedom, they need to be able to send their education dollars with the child. This makes educational freedom available to not only high-income families but to all families.

I am asking you to call your legislator and let them know that now is the time to put an end to the tyranny of the OEA, CCOSA, superintendents and school administrators.
Call your legislator today and let them know that like the school superintendent, you have a voice. And, your voice matters not only today but also at the ballot box tomorrow.

FOOTNOTE ON JENNI WHITE

Jenni White expressed her opposition to SB 1647.

She is reasoning from false assumptions.

First, she misses the idea of fiduciary funds. These funds can only be spent for a specific purpose. Whether it be a government or corporate account, fiduciary funds must be distributed for their designated purpose.
When employees are paid, funds are withheld from each check. Some for state and federal income tax, some for social security, and some for other withholdings. Those dollars remain in the corporate bank account for various periods of time, but do not belong to the corporation. They are fiduciary funds. Unless they are sent to the proper agencies, corporate officers risk going to jail.

Retirement funds are held in either government or corporate bank accounts. However, it is all the private asset of people like you and me. When people receive social security payments, they are not being paid by the government even though it is coming from a government bank account. The funds were placed there by the wage-earner for safe-keeping for personal use to spend, squander, enjoy anyway one pleases as the account matures.

For this reason, none of the points Jenni makes hold water. She mentions the Blaine Amendment and this has nothing to do with using social security checks or educational funds to pay for Catholic or Protestant children’s education.

Jenni’s point that there is no free lunch makes no sense.  How is using my education money at a government school “paying my way” but using it at a private school a “free lunch?” Is she suggesting we not provide all this “free” government education at all?

Her recommendation that parents do a better job with their finances in order to overcome the misallocation of their educational tax dollars to access their “choices” is a bit callous, heartless and cold for those unable to do so.

She also does not understand that by choice we mean not only the freedom to send my child where I want him to go but in addition, the right to send the fiduciary funds the state holds for his education with him.

She does not understand that it is only fair competition on a fair playing field that will incentivize the government school superintendent to listen to the client (parent) and not the union. Fair competition means that the government school does not get all our education tax dollars while the competition gets none.

It is the choice to bundle my education dollars with my child that
makes superintendents work for the parent and not the union.
