U.S. House Votes to Surrender Unlimited Tech Jobs to Chinese and other Foreign Workers We need your help to make sure that the Senate doesn't adopt the House version of H.R. 4521, "the America COMPETES Act." Those who say we have to rely on foreign workers aren't helping us to compete; they are demanding we surrender our educational system, our science and technology industries, our prosperity, our independence, and our future.
Hi John, Last week, we wrote to you a warning that the House of Representatives was on the verge of passing H.R. 4521, the America COMPETES Act, a bill that would open the floodgates to unlimited numbers of STEM workers to flood the U.S. market. (See below if you want a quick reminder.) We warned that if the House bill becomes law without significant amendments, many Americans with ambitions to rise high in science, technology, engineering, mathematics or computing -- the so-called STEM areas -- will be squeezed out by cheaper foreign workers. We poured phone calls, faxes, and email messages into the Representatives' D.C. offices, but House Democrats still voted for the jobs give-away. They passed H.R. 4521 along narrow party lines. To block this bill before it can get all the way through Congress, we'll need to order up more phone calls, more messages to Congress, and more direct lobbying. Sen. Todd Young of Indiana told Punchbowl News that the House-passed bill's immigration provisions put Americans LAST: "If we can harness the talent of rank and file Americans, I really believe we can outgrow and out-innovate other countries. And that, of course, has very important national security implications, especially as you think about our strategic competition with China." -- Indiana Sen. Todd Young, The good news is that we have a stronger chance to defeat the immigration provision in the Senate. We were very disappointed that only one Democrat voted against the House version with its immigration provisions. But we're very encouraged by the all-but unanimous opposition we managed to rally among Republicans. Fortunately, the America COMPETES Act will need Republican support in the Senate for it to actually become law. As an immigration-reduction organization, we don't take a position on the underlying bill. We simply oppose passage of the House bill as it stands with the immigration provisions. We need to convince enough senators to hang tough and reject those provisions that will wreck the dreams of so many young Americans. We're not only focusing on Republicans. To move beyond simply being on the defensive all the time, we need to develop bipartisan support for reasonable immigration policies. Democratic Senators voting against the House bill could send a signal to more-moderate House Democrats that they can start voting in the interest of their District's workers again. We need to organize almost all Republican Senators and a couple of Democrats to shut down the House's plan to give away more American high tech jobs to citizens of India, China, and other other countries.
In case you missed our emails about why this bill is so bad, here's a quick recap of the immigration provisions. 1. Unlimited numbers of immigrant visas would be available for anyone with a doctoral degree in a STEM (Science, Technology, Engineering or Math) field or an equivalent degree, even from a foreign university. China alone has enough STEM workers to easily displace our entire technology workforce. The House even amended this provision to explicitly allow unlimited visas for aliens with master's degrees who want to work in critical infrastructure! 2. Entrepreneurs from any country would be able to get any of an unlimited number of new work visas. So could many of their "essential" employees and even their employees' families! So how exactly does THAT create jobs for U.S. workers? 3. An unlimited number of people from Hong Kong could receive asylum or refugee status. ALL of China is communist and oppressive. If we let in the 8 million Hong Kong residents, will we soon be pressured to let in China's 1.4 BILLION?! Given previous Democratic support, we know that this bill would pass without the immigration provisions. So it's clear that anyone who votes for this bill unamended is voting to undermine U.S. workers. We lost the first battle last week, but America can't afford for us to lose the entire campaign. Our tech-science kids need the opportunity to excel. Our workers deserve not to have to train their replacements. For our security and prosperity, our industries need to be able to rely on our own citizens. So, John, please hit the red button and donate!
