** Why do we need a shared definition of ending homelessness?
------------------------------------------------------------
Solving homelessness is virtually impossible if everyone is not clear on the end state they are trying to achieve.

Functional zero creates a definition for ending homelessness that is clear and measurable. We cannot compromise on the rigor of a definition for ending homelessness, because lives, communities, and the equity of our society are all at stake.

What is functional zero?

Functional zero is a milestone, which must be sustained, that indicates a community has measurably ended homelessness for a population. When functional zero is achieved, homelessness is rare and brief for that population (such as veterans or people experiencing chronic homelessness).

What does functional zero mean?
1. Fewer people are experiencing homelessness than are routinely accessing safe and stable permanent housing in a month. This means that the number of people experiencing homelessness at any time does not exceed the community’s proven record of housing at least that many people.
2. Cities and counties are operating off of a full accounting of homelessness at all times. They do this by maintaining quality, real-time, comprehensive data ([link removed]) on who is experiencing it.
3. The community is working toward equitable systems, starting with a focus on race and ethnicity.
4. Finally, all of these achievements are sustained over time, even as local conditional change.

** Point-in-Time (PIT) Count Update

The data for the Point in Time count has been submitted to the Institute of Community Alliances (ICA). The team at ICA is still waiting on some other numbers from around the state to come in fully. We will know more in the coming weeks.

The Senior Grants Manager is responsible for facilitating and coordinating the Continuum of Care (CoC) for Anchorage and other identified grants and programs. In this role, the Senior Grants Manager works closely with the Grants Manager and member agencies to employ strategies for effectively implementing and obtaining favorable outcomes in addressing homelessness. The Senior Grants Manager also works with various government entities and other community stakeholders to implement and advance local, state, and federal plans to end homelessness.

Interest Growing in Renewed Pandemic Relief
More Representatives and Senators are talking openly about the need for renewed and additional pandemic relief for individuals, nonprofits, and for-profit businesses, although cost tradeoffs abound. Numerous funding and tax provisions enacted during the pandemic expired by the end of 2021, including items usually included in disaster-relief packages, such as charitable giving incentives, employee retention credits, and payroll tax deferrals, as well as the expanded child tax credit. For more than a month, Senators have discussed putting more money into a restaurant relief fund and other business supports. Now, numerous publications are reporting an increased sense of urgency and willingness by policymakers to consider restoring expired relief provisions for nonprofits and others.
* Roll Call is highlighting advocacy efforts by charitable organizations to restore more generous tax breaks for charitable giving ([link removed]) as Congress considers a fresh round of pandemic aid with the omicron variant caseload still at worrying levels.
* On the Employee Retention Tax Credit, reports quote Senate Finance Committee Chair Wyden (D-OR), whose committee has jurisdiction over the provision, as saying, “I like this program; I think it makes sense and I want to talk to my colleagues about what we can do.”

However, a Washington Post article ([link removed]) generally highlighting interest in additional relief quotes Senate Republican Leader McConnell (R-KY) as saying, “Let’s start the discussion by talking about repurposing the hundreds of billions already sitting in the pipeline.” This suggests that he and other Republicans are likely to seek to claw back previously approved funds, including what’s still available of the $350 billion in Coronavirus State and Local Fiscal Relief Funds
([link removed]) enacted as part of the American Rescue Plan Act
([link removed]) with only Democratic votes.

New Report Highlights Tactics Used by Renters to Meet Household Needs
A new report by Harvard University’s Joint Center for Housing Studies (JCHS), “Making the Rent: Household Spending Strategies During the COVID-19 Pandemic, ([link removed]) ” examines how households have managed their finances and rental payments in response to income-loss during the pandemic. Among households that lost income, households with extremely low incomes, households of color, and households with children were more likely to fall behind on rent compared to high-income households, white households, and households without children. Among low-income households and households of color that lost income during the pandemic, those that fell behind on rent were more likely than those that did not fall behind to borrow from friends and family to make ends meet.
