This is very nearly an emergency. We're scrambling this week to defeat a surprise push to expand legal immigration for foreign workers that is sure to invite fraud and endless chain migration.

This legislation is part of the "America COMPETES Act of 2022." (H.R.4521) The Senate version was about improving America's competitiveness in manufacturing and technology. But the House Democratic leadership has loaded their version of the bill with harmful immigration increases, and it could be voted on within the next few days... maybe as soon as tomorrow! These increases are not about improving America's competitiveness; they're about America throwing in the towel and resigning herself to relying on foreign workers for some of the best jobs in America.

Leaders in Congress claim these immigrants are special, but they just don't get it. It's not about WHICH IMMIGRANTS are being brought in. It's ALL ABOUT THE NUMBER OF IMMIGRANTS. In fact, that's literally why we're called NumbersUSA.

These programs also seem almost certain to invite the same problems we see with other work visa programs: rampant fraud and endless chain migration. American tech graduates don't deserve their jobs being given away any more than meat packers or construction workers.

The following three groups of immigrants would qualify for work-related visas under the bill:

1. Doctoral STEM graduates. Unlimited numbers of immigrant visas would be given to anyone with a doctoral degree in a STEM (Science, Technology, Engineering or Math) field or an equivalent degree, even from a foreign university! Chinese universities alone graduate many more Science and Engineering PhDs each year than than the United States.

No numerical limits? Chinese STEM graduates alone could swamp the entire STEM doctoral-level job market, squeezing out Americans who need American-sized salaries to pay back American-sized student loans! And of course, their families would be included.

2. Entrepreneurs... and their employees! Entrepreneurs from any country would be able to get any of an unlimited number of new work visas. So could many of their essential employees and even their employees' families! And then they can get permanent status. When entrepreneurs can import their own employees, what is sold as a job creator can wind up taking away jobs!

3. Hong Kong residents. A "Temporary Protected Status" would grant legal status and work authorization to everyone from Hong Kong who is currently in the U.S., including illegal aliens. It's been impossible enough to end "Temporary" status in cases when a crisis is clearly over, such as instances of natural disaster. But is the authoritarian behavior of Communist China likely to be declared over any time soon?

Another program would give visas to anyone with a bachelor's degree or higher from Hong Kong and their families, regardless of whether they qualify for refugee or asylum. They simply come in at the discretion of the Secretary of DHS. This is just about cheap labor, folks.

Yet another program would allow an unlimited number of refugees and asylum seekers from the 7.5 million residents of Hong Kong. As their former colony, Hong Kong seems a special case for the United Kingdom's concern. From our perspective, ALL of China is communist and oppressive; with 1.5 BILLION oppressed people in China, is this really a precedent we can afford to establish?

Remember, the vote on this bill could be within the next few days! We need your support immediately! Our opposition is trying to rush it through Congress because they know that the more people have time to learn about it, the more strenuously they will reject it.
