New Asylum Rule: Apply for Asylum Elsewhere but; if Your Claim is Rejected, Please Come to the United States

Under Trump's new asylum rules, only migrants who applied for asylum in a third country and whose claims were rejected will be allowed to seek asylum here. But why aren't we respecting the asylum decisions of those countries?
