Our bill is law in 15 states and DC. All together, these jurisdictions have 195 electoral votes. National Popular Vote will go into effect when states with over half of the electoral votes (270) have signed on. We have 75 to go. Our prospects for enactments in the next few years include nine states where we've advanced part-way through the state legislature. These states have 88 electoral votes. Asking voters to decide is an option in several states where National Popular Vote has been active, including Maine, Arizona, and Montana. Americans support a National Popular Vote for President primarily because they agree with the principle that every vote should be equal (1-person, 1-vote), and the candidate with the most votes should be guaranteed to win. Looking deeper into the current system though, it's clear there is more than just fairness at stake. In 2016, the current system put the candidate trailing by 3 million votes into office, eroding confidence in our election process. In 2020, the popular vote winner prevailed under the Electoral College but the system nearly backfired. If 23,000 voters total across three states had changed their mind, the 2nd place candidate would be in the White House despite trailing by more than 7 million votes. This razor-thin finish in the Electoral College despite a commanding total in the popular vote spurred dozens of lawsuits, recounts, uncertainty and unpredictability. It casts a dangerous shadow over our democracy. The only realistic path to electing the President by popular vote is through action in the states. Calls for a Constitution Amendment do more harm than good because they have zero chance of advancing and distract from the feasible way forward. Our effort to fix the Electoral College and guarantee that it elects the popular vote winner is over 70% of the way to finishing. Opponents of National Popular Vote are well aware we are making significant progress. As we saw in 2020 we had to beat back a repeal effort on the Colorado ballot. Our grassroots campaign in Colorado succeeded but recent investigations reveal our opponents skirted campaign finance laws funneling "dark money" into the repeal effort so they didn't have to disclose their sources. Maybe it's because electing the President by popular vote is popular and it's hard to raise significant grassroots support to preserve the broken system we use today.
