Freeman Hrabowski , the Urban Institute's mission to address the challenges of the American city has been a source of inspiration for decades.
“There is something noble about this work, which speaks to the potential for the country to be better than it has been and recognizes that poverty and racism are real, and that we need the best possible tools to understand our situation and come up with possible solutions,” says Freeman, president of the University of Maryland, Baltimore County.
And “evidence should drive our decisionmaking on any topic,” he adds.
It’s that belief in the power of evidence to illuminate leaders’ thinking, inform policymaking, and improve the well-being of families and communities that compels Freeman to support Urban.

A member of Urban’s board from 2005 to 2019, Freeman says he believes reasonable people yearn for solutions rooted in facts, rather than emotions. Urban has delivered just that since its founding in 1968, he says, and it strives to be inclusive by building diverse teams of experts, embracing differing perspectives, and listening to the people most affected by today’s issues.
The “national responsibility” reflected in Urban’s mission has motivated his giving over the years—as has the work of the leaders, researchers, and other experts fueling the mission.
“The cause can be noble, but people give to people,” Freeman says. “And the best news about Urban is it has amazing people there who care deeply about what they're doing and who are really impressive in their work.”
