Friend -- I believe the party with the most votes should *also* win the most seats. Unfortunately, that hasn't been the case lately.
And gerrymandering is to blame when it comes to local elections. Rather than drawing districts that are compact, follow existing municipal borders, encourage competitive elections, or keep communities of interest intact, map manipulators draw lines that intentionally dilute the voting power of constituents who don't support their party.

The fight for fair maps happens in the states. In Virginia, the folks who are elected to their state legislature today will decide who draws the lines in 2021 and whether or not they're drawn fairly.
