Buck noted how a lack of consensus around how to define those with serious mental illness (SMI) is one major flaw to mental health policies.
He also explained how some definitions can be problematic and cause potentially negative consequences, such as stigma effects. Overall, he cited a need for more data on the SMI population and proposed questions that should be considered for mental health policies.
