House Advances Build Back Better Act
In an ahead-of-print Eye On Health Reform column published today, Katie Keith updates readers on the range of policies in the House-passed Build Back Better Act that would augment the Affordable Care Act (ACA) and Medicaid. She also covers early data from the ACA Marketplace open enrollment period, a Supreme Court lawsuit related to Section 1557 of the ACA, states seeking waivers under Section 1332, and Georgia’s approved waiver to restructure its individual insurance market.
In a paper in the December issue, Michael Chernew and coauthors examined the apparent health deterioration in the population of Medicare beneficiaries served by accountable care organizations (ACOs). By investigating a sample of ACOs, the authors found a growing gap between claims-based and survey-based measures of health status among ACO enrollees, suggesting that coding practices are behind rising risk scores.
“The growth of population-based payment models has heightened the importance of effective risk adjustment,” they concluded.
