Federal Grant Opportunities in December

Dear Friend,

As your Representative in Congress, it is my privilege to deliver this newsletter with opportunities for federal grants in District 10.

Grants are generally available to non-profit organizations and state or local government entities. Individuals and private companies may apply for research funds based on specific federal agency funding opportunities.

As you may know, federal funding is extremely competitive and limited in availability. It is my hope that this newsletter will be a helpful resource for you in the grants process.

American Rescue Plan Airport Concessions Relief Program – Department of Transportation

  • Recipient: Orlando International Airport
  • Award: $21,042,395
  • Description: This grant provides economic relief from rent and minimum annual guarantees to small and large airport concessions located at primary airports. This grant is funded by the American Rescue Plan Act of 2021.

American Rescue Plan for Museums and Libraries Program – Institute of Museum and Library Services

  • Recipient: Orange County Library System
  • Award: $49,983
  • Description: The Orange County Library System will broaden community access to cultural organizations throughout central Florida that suffered losses throughout the pandemic. The library system will purchase passes to educational venues including museums, theaters, and zoos and make them available to residents for free through the library system's online experiential lending platform. The library system will promote the program and participating venues to families in underserved and at-risk communities that were disproportionately affected by the economic fallout of the pandemic. Promotional efforts will include a sustained social media campaign, print advertising, and outreach to Title I schools and neighborhood associations.

DNA Capacity Enhancement and Backlog Reduction Program – Department of Justice

  • Recipient: Florida Department of Law Enforcement
  • Award: $3,098,293
  • Description: With funding provided under this award, the FDLE plans to achieve a reduction in the forensic DNA case backlog, increase in its laboratory capacity, and increase in the DNA analysis throughput of caseworking labs. To reduce the DNA case backlog and increase laboratory capacity, the FDLE will fund overtime to be used for in-house casework, as well as outsource casework to private accredited laboratories. DNA analysis throughput will be increased by funding overtime for laboratory personnel and employing six full time temporary Forensic Technologists for case management. The large volume of cases have been attributed to a number of factors including Florida's 21 million population and continued high volume of reported crime.

National Instant Criminal Background Check System (NICS) Act Record Improvement Program – Department of Justice

  • Recipient: Florida Department of Law Enforcement
  • Award: $765,791
  • Description: The Florida Department of Law Enforcement (FDLE) requests funds to support staff to provide consulting services related to upgrading older records into a more accessible format. Contractors will also be used for oversight and to work with all 67 clerks of court to analyze and complete missing information within the Florida Computerized Criminal History. FDLE is also requesting funds to continue the partnership with Broward County to research historic disposition records. The project will research and complete missing dispositions and ensure all relevant records are reported to the state and national records systems, including to the NICS Indices.

COVID-19 Florida National Guard Emergency Protective Measures – Department of Homeland Security

  • Recipient: Florida Department of Military Affairs
  • Award: $2,148,873.14
  • Description: This award provides federal funding to the Department of Military Affairs (DMA) for emergency protective measures as a result of the COVID-19 Pandemic. During the incident period, the Coronavirus Disease 2019 (COVID-19) pandemic created an immediate threat to the health and safety of the general public, requiring emergency response and protective measures throughout the state of Florida. In response to the event, the state utilized force account labor (FAL) to perform emergency protective measures by activating the state National Guard to provide staff to assist with the following: Walk up and drive-through community-based testing sites throughout the state; Food distribution and airport screening at locations jurisdiction-wide; and planning and operations, logistical support, and field hospital staffing.

COVID-19 Feeding Mission Program – Department of Homeland Security

  • Recipient: Florida Department of Agriculture and Consumer Services
  • Award: $6,065,308.23
  • Description: This award provides federal funding to the Florida Department of Agriculture and Consumer Services for Emergency Protective Measures as a result of the COVID-19 Pandemic. During the incident period, the Coronavirus (COVID-19) pandemic created an immediate threat to the public health and safety of the state of Florida. Due to the immediate threat created by the COVID-19 pandemic, mass feeding and hydration missions were necessary to sustain life and protect the health and safety of the population. As a result, the Florida Department of Agriculture and Consumer Services provided support through statewide feeding missions to meet the needs of the affected communities. The feeding missions were essential in combating specific pandemic impacts, such as reduced mobility and limited access to food due to government-imposed restrictions; increased demand for feeding resources; and disruptions to the food supply chain within the disaster impacted areas.

Health Center Cluster Grants – Department of Health and Human Services

  • Recipient: Healthcare Center for the Homeless
  • Award: $3,252,680
  • Description: This grant awards funds for community-based and patient-directed organizations that deliver comprehensive, culturally competent, high-quality primary health care services. Health centers also often integrate access to pharmacy, mental health, substance use disorder, and oral health services in areas where economic, geographic, or cultural barriers limit access to affordable health care services. Health centers deliver care to the Nation’s most vulnerable individuals and families, including people experiencing homelessness, agricultural workers, residents of public housing, and the Nation’s veterans.

Assistance to Firefighters Grant Program (AFG) – Department of Homeland Security

  • Award Ceiling: $9,000,000
  • Application Deadline: December 17, 2021
  • Description: The AFG program provides direct financial assistance to fire departments, nonaffiliated Emergency Medical Service (EMS) organizations and State Fire Training Academies (SFTA) to equip and train emergency personnel in order to foster interoperability, strengthen community resilience, and enhance the safety of the public and emergency responders before, during, and after hazardous events.

Community Food Projects Competitive Grant Program – Department of Agriculture

  • Award Ceiling: $400,000
  • Application Deadline: December 20, 2021
  • Description: The department intends to solicit applications and fund two types of grants. The types are entitled (1) Community Food Projects (CFP) and (2) Planning Projects (PP). The purpose of the CFP is to support the development of projects with a one-time infusion of federal dollars to make such projects self-sustaining. CFPs are designed to create community-based food projects with objectives, activities and outcomes that are in alignment with Community Food Projects Competitive Grants Program (CFPCGP) primary goals. The purpose of a Planning Project (PP) is to complete a plan toward the improvement of community food security in keeping with the primary goals of the program.

W.E.B. Du Bois Program of Research on Reducing Racial and Ethnic Disparities in the Justice System – Department of Justice

  • Award Ceiling: $3,000,000
  • Application Deadline: December 30, 2021
  • Description: The W.E.B. Du Bois Program supports quantitative and quantitative research that furthers the Department's mission by advancing knowledge regarding the intersections of race, crime, violence, and the administration of justice within the United States. In FY 2021 under the W.E.B. Program, NIJ seeks applications for funding of investigator-initiated research examining how observed racial and ethnic disparities in the justice system might be reduced through public policy interventions at any point during the administration of justice. NIJ seeks applications for funding from two categories of researchers:
    1. W.E.B. Du Bois Scholars - Researchers who are advanced in their careers (awarded a terminal degree at least seven years prior to December 31, 2021) may apply for grants for research, evaluation, and mentoring less-experienced researchers.
    2. W.E.B. Du Bois Fellows - Researchers who are early in their careers (awarded a terminal degree within seven years of December 31, 2021) may apply for grants for research and evaluation.

Farm to School Grant – Department of Agriculture

  • Award Ceiling: $500,000
  • Application Deadline: January 10, 2022
  • Description: The National School Lunch Act also directs the Secretary to ensure geographical diversity and equitable treatment of urban, rural, and tribal communities in the distribution of grant awards, as well as give the highest priority to funding projects that, as determined by the Secretary:
    1. Make local food products available on the menu of the eligible school;
    2. Serve a high proportion of children who are eligible for free or reduced price lunches;
    3. Incorporate experiential nutrition education activities in curriculum planning that encourage the participation of school children in farm and garden-based agricultural education activities;
    4. Demonstrate collaboration between eligible schools, nongovernmental and community- based organizations, agricultural producer groups, and other community partners;
    5. Include adequate and participatory evaluation plans;
    6. Demonstrate the potential for long-term program sustainability; and,
    7. Meet any other criteria that the Secretary determines appropriate.

Life-Cycle Analysis to Support Cost-Effective Enhanced Aquifer Recharge – Environmental Protection Agency

  • Award Ceiling: $2,000,000
  • Application Deadline: January 13, 2022
  • Description: The U.S. Environmental Protection Agency (EPA), as part of its Science to Achieve Results (STAR) program, is seeking applications proposing research to develop cost-benefit tools to support Enhanced Aquifer Recharge (EAR) as a viable, safe, and cost-effective water management strategy. Specifically, the proposed project should address the following research areas:
    1. Identification of Priority Research and Development Needs to Support EAR, and
    2. Development of Tools, Models, and Frameworks to Support EAR Implementation.

Preservation Assistance Grants for Smaller Institutions – National Endowment for the Humanities

  • Award Ceiling: $15,000
  • Application Deadline: January 13, 2022
  • Description: The National Endowment for the Humanities (NEH) Division of Preservation and Access is accepting applications for the Preservation Assistance Grants for Smaller Institutions program. The purpose of this program is to help small and mid-sized institutions improve their ability to preserve and care for their significant humanities collections. The program encourages applications from small and mid-sized institutions that have never received an NEH grant.

Marine Debris Removal – Department of Commerce

  • Award Ceiling: $750,000
  • Application Deadline: January 14, 2022
  • Description: The NOAA Marine Debris Program, authorized in the Marine Debris Act, supports the development and implementation of locally driven, marine debris assessment, removal and prevention projects that benefit coastal habitat, waterways, and marine and Great Lake resources. Projects awarded through this grant competition will create long-term, quantifiable ecological benefits and habitat improvements through on-the-ground marine debris removal activities, with highest priority for those targeting derelict fishing gear and other medium- and large-scale debris.

Firearms Technical Assistance Project (FTAP) Pilot Sites Initiative – Department of Justice

  • Award Ceiling: $500,000
  • Application Deadline: January 18, 2022
  • Description: Abusers often use or threaten to use firearms against victims of domestic violence, as well as threatening the victim's children, friends, and relatives. Research demonstrates that when an abuser has access to a firearm, domestic violence is far more likely to be deadly; in fact, an abuser's access to firearms is the single greatest risk factor for intimate partner homicide, with the risk increasing five-fold. The FTAP focuses on Improving Criminal Justice Responses’ (ICJR) domestic violence homicide reduction purpose area and will help inform the ICJR Program on best and promising practices for jurisdictions implementing firearms relinquishment policies and practices throughout the civil and criminal justice system.

Integrated Research on Coastal and Ocean Acidification and Harmful Algal Blooms – Department of Commerce

  • Award Ceiling: $1,500,000
  • Application Deadline: January 19, 2022
  • Description: The purpose of this document is to advise the public that NOAA/NOS/National Centers for Coastal Ocean Science (NCCOS)/Competitive Research Program (CRP) and the NOAA Ocean Acidification Program (OAP) are soliciting proposals for research that must address the interaction between coastal and ocean acidification and harmful algal blooms.
