200 DC jail inmates transferred due to poor conditions

The US Marshals Services has transferred 200 DC jail inmates to a federal prison in Pennsylvania and other facilities due to concerns over conditions that purportedly include guards antagonizing detainees, clogged toilets, and cold food.
