Multiple San Francisco Supervisors have put forward competing legislation to legalize building four unit buildings across San Francisco. Here's the tea.
The first Fourplexes Everywhere, put forward by Supervisor Mandelmen, legalizes fourplexes but doesn't go quite far enough to ensure a streamlined permitting process. Without more streamlining, it's likely that these projects would face insurmountable NIMBY nonsense when they're actually proposed. We're recommending some amendments, but generally supportive of the concept. Send an email to support this concept.
The second Fourplexes legislation, put forward by Supervisor Mar, legalizes fourplexes, but saddles them with affordability requirements that will ensure this program is Dead On Arrival. By requiring these tiny projects to also provide on-site affordable housing, Mar gets to look like he supports housing while putting forward a program doomed to produce very little.
The third, put forward by Supervisor Safai, legalizes fourplexes, saddles them with affordability requirements and offers a small carrot of streamlining. While the affordability requirements are slightly better than Mar's proposal, this legislation suffers from the same problems, creating a program that won't work in practice while giving politicians the opportunity to argue publicly that they're supporting affordable housing. The proposal has been widely panned by activists, architects and small builders.
San Francisco YIMBY hopes that the board will pass legislation that legalizes fourplexes with a process that ensures they actually get built! But we're also not going to just hope. A strong coalition is already in talks about a Fourplexes Ballot Initiative, just in case the Board can't get it together.
