State Report Cards Released on November 20th





Dear John,

For almost a decade, Shared Hope has graded states based on the strength of their laws addressing child sex trafficking under the Protected Innocence Challenge, and in that time, we have seen great advancements. In fact, the national average score has increased from 59.1% in 2011 to 82.9% in 2018. This year’s grades will be released on November 20th, and we look forward to sharing the progress that has been made in states across the country.

Along with state grades, Shared Hope will release a Report Card and an Analysis and Recommendations Report for each state. These materials analyze 41 key legislative components that must be addressed by state law in order to effectively respond to the crime of child sex trafficking. The goal is to inform, equip, and inspire stakeholders to advocate for change in their state’s laws to better protect children from sex trafficking.

On November 20th, Shared Hope will also release an update to Seeking Justice

, a comprehensive resource for understanding the various legal approaches states have taken to eliminate a minor’s criminal liability for prostitution and other offenses related to their victimization. This report further examines the importance of incorporating a trauma-informed service response. The update incorporates non-criminalization laws enacted since the original report was released in July 2018.
