Today, I’m proud to report that the NC General Assembly has passed SB 199, a major bipartisan bill to modernize our sexual assault and child protection laws.
Earlier this year, I authored and sponsored a bill, HB 393, that would better protect children and young adults from assault and ensure safer social settings. Through hard work and negotiation, every provision we proposed is now a part of this comprehensive sexual assault legislation that’s headed to the Governor’s desk.
SB 199 would close the consent and incapacitation loopholes, add legal safeguards against drugging someone’s drink, extend the statute of limitations for prior sexual assaults, and better protect children from abuse. I’m proud to have been part of writing a bill that represents a major step forward for our state.
No person should ever have justice denied because of a technicality, but that is exactly what countless North Carolinians have faced due to antiquated state laws.
Without the courage of survivors like Leah McGuirk, whose story inspired a key provision of this bill, community stakeholders who have advocated for survivors for decades, and legislators who sought consensus, we would not have been able to make these critical updates a reality.
Today’s victory is one step on the road to ensure survivors have a clear path to justice. We must continue to fight for laws that reflect our values. Only then can we ensure that our work will not be in vain.
