Ending Gender-Based Violence in the United States

Gender-based violence (GBV) affects millions of survivors each year. The numbers are staggering: Centers for Disease Control and Prevention data show that more than 43 percent of women in the United States—about 52.2 million—report experiencing some form of sexual violence involving physical contact over the course of their lifetime. One in 4 women reports experiencing intimate partner violence (IPV) and an IPV-related impact over the course of their lifetime.

As appalling as these numbers are, they do not begin to reveal the true scope of the problem. <[link removed]> Overly narrow views and definitions around sex and gender identity; a serious lack of comprehensive data; and numerous systemic biases around race, ethnicity, disability, and more leave too many survivors of GBV out of the conversation.

GBV is not a new phenomenon. It thrives off of a pervasive culture of power that has consistently devalued women, women of color, women with disabilities, and gender minorities. GBV is ever-present across the life cycle and in different types of relationships, settings, and legal and policy infrastructures. Thus, accomplishing long-lasting, substantive change will require more than Band-Aid measures.

The only way to dismantle this culture of power is to understand the full scope of the problem and create comprehensive solutions that consider all of the complex realities <[link removed]>.

This report exposes the breadth and depth of GBV to illuminate the need for a comprehensive, national strategy for action. This includes more than 25 recommendations for future action, including the proposed creation of a significant new federal initiative that would convene across public and private sectors in order to provide a road map for far-reaching, future progress.
