NOVEMBER 2021
The Republican Party of Navarro County had a very active October, such that I did not have time to publish a newsletter. It is great to engage with people face-to-face again, with our message of individual freedom and responsibility. However, the COVID-19 coronavirus pandemic still exists, so one must take their own precautions. Upon returning from Virginia, I contracted the virus on September 28. Fortunately, I received the Moderna vaccine at the IOOF vaccination station February / March, underwent the monoclonal antibody infusion, quarantined, and tested negative on Monday October 11.
At our County Executive Committee meeting that evening October 11, State Senator SD22 Brian Birdwell provided his analysis of the Eight Proposed State Constitutional Amendments on the November 2 ballot, which was very helpful to understand them. Also, we elected Erin Page as our Republican Party of Navarro County secretary.
Birdwell announced that according to the re-districting maps voted upon in the State Senate (eventually approved by the Governor on October 25), that his district would be moving west and would no longer include Navarro County. We will miss his candid, uninhibited, Army conservative style (Hooah!). Instead, Navarro County would be absorbed by SD2 State Senator Bob Hall, whom is a strong conservative. The re-districted State Senate District 2 consists of Kaufman, Rockwall, and Van Zandt Counties, with eastern Dallas and eastern Ellis Counties to reach down to Navarro County. Having served Navarro County for 11 years, State Senator Brian Birdwell and his wife Mel will continue to be with us for another year, until the end of 2022. Navarro County will remain within Texas House District 8 with Representative Cody Harris and within U.S. Congressional Sixth District with Representative Jake Ellzey.
The Republican Party of Navarro County registered twelve voters at the Kerens Cotton Harvest Festival on Saturday October 16, with 7 of 12 occurring within the last hour and a half (3:30 pm – 5:00 pm). I want to thank Erin and husband Rustin Page for bringing our RPNC tent, tables, & chairs for set-up. It was a beautiful day, many people venturing out from the COVID shutdown, and the crowd stayed on our end of the street. Also, we gave away about 80-85 “Trump 2020” 4’ x 4’ signs (some festival patrons took them to walk the crowd and stand in front of the Democrat CHF booth). Personally, I did not think we would give away that many (shame on me), and Kaye Taylor and I had to make another trip to Republican Headquarters to retrieve the rest of the signs. We have about 15 left, and thirty of the 4’ x 8’ signs. Of course, everyone wanted Trump 2024 signs, but we need him now in 2021. The October 22 “Don’t Mess With Texas” dinner and live auction fundraiser event was a success & fun, but there were challenges and distractions to make it happen. I am grateful for our fundraiser committee, especially Corsicana Opry proprietor Carolyn McCombs, whom arranged for Texas country music recording artist Vocalist of the Year Holly Tucker (of Waco TX) to perform entertainment and Smoking Guns BBQ to ensure there would be enough food. Justice Of The Peace Precinct 3 Jackie Freeland was our auctioneer, where the live auction raised about as much money as the dinner itself.
As you may recall, keynote speaker Lieutenant Colonel Allen B. West had been hospitalized during October 9-11 due to COVID-19 pneumonia and was not vaccinated, but received the monoclonal antibody infusion, released, and continued to maintain his speaking engagements. Assured that LTC West would appear at the October 22 fundraiser, as it would be his only event that day, many local Republicans purchased their fundraiser tickets during the final week. He encouraged people to stand-up for Texas conservative values: “The Lone Star of the Texas flag illuminates the other 49 stars of the American flag. As goes Texas, so goes the nation,” West said. He discussed the overreach of the federal government regarding mask and vaccine mandates, yet they fail to protect American citizens from the flood of illegal immigrants crossing the southern border.
Also, Republican Party Of Texas Chair Matt Rinaldi arrived late that evening, but before his program scheduled speaking time. Chairman Rinaldi urged people to get involved by running for office, especially school board, or contribute financially to Republican candidates, or the county / state Republican Party.
State Senator Brian Birdwell and his wife Mel attended our October 22 fundraiser with State Senator SD2 Bob Hall and his wife, along with State Senator SD24 Dawn Buckingham, candidate for Texas Land Commissioner. This was a great opportunity to express our appreciation to the Birdwells and meet our new State Senator Bob Hall. [email protected]. The www.navgop.org website domain transfer was completed on October 29. Kudos to Chris Cofer for this six-month journey to migrate the www.navgop.com website to its own separate account and new www.navgop.org domain. It took coordination to release the website from our previous host, while maintaining its security & integrity. The website E-mail accounts were migrated to the new domain. Several plug-ins were reconfigured and activated, including Facebook, Twitter, and Instagram accounts.
The PayPal was set-up for the October 22 fundraiser tickets via the Calendar Events tab.
Application for Precinct Chair ([link removed])
Elections are won at the precinct level. Precinct Chair filing for office began Tuesday September 14 by completing the “Application for ____ Chair on the ____ Party General Primary Ballot” form 2-1 rev 9/2021, which is available on the Texas Secretary of State website www.sos.texas.gov/elections/forms. Enter the words “Precinct” and “Republican” in the title blanks. Indicate the Precinct Number as the office being sought. It must be notarized and returned to me during the filing period. If you need an application, please see me. The Republican Party of Navarro County www.navgop.org website “My GOP” tab shows the current Precinct Chair list. There are vacancies in Precincts 101, 105, 106, 107, 108, 200, 201, 202, 204. 300, 301, 304, 305, 306, 403, and 405. All Republican Precinct Chair positions are currently open for applications on 2022 Primary election.
Although re-districting maps have been approved by the and signed October 25 by the Governor, specific precinct lines have not been drawn by the County Commissioners. Senate Bill SB13 states the Precinct Chair filing will be temporarily suspended at 11:59 pm on Wednesday December 1, to be resumed at a later date determined by the Texas Secretary of State. Therefore, I can continue to accept Precinct Chair filings, but they are subject to a second review when the precinct boundaries are approved by the County Commissioners and judicial system.
Candidates filing for public office will begin Saturday November 13 thru Monday December 13. Candidate Information Packets are available for pick-up by appointment or via E-mail. Indicate the office being sought on the application, along with Precinct Number if applicable. Qualifications and filing fees are described on the second and third pages. Filing Fee checks must be payable to the RPNC, where a cashiers check is required within the last five days prior to December 13 to ensure sufficient funds. The application must be notarized and returned to me during the filing period.

In addition, U.S. Representative District 6 and State Representative District 8 will be up for election.
On Monday October 25, County Commissioner Precinct 4 James Olsen announced he will complete his term next year but he will not seek re-election in 2022. We thank Commissioner Olsen for his consistent conservative record since being elected in 2006, along with County Judge H.M. Davenport, to begin the flip of the Commissioners Court from Democrat to Republican.
The Republican Party of Navarro County will be open for those candidates filing for office at 9:00 am on Saturday November 13, 2021 at Republican Headquarters 111-B West Third Avenue in downtown Corsicana. Those not wishing to file on Saturday November 13 can be done by appointment with the RPNC.
It takes people to hold free elections, which is foundational in our democracy. During the past several months, I have appointed additional Republican Election Judges and Election Clerks to fill vacancies in our Navarro County Vote Centers. Unfortunately, we experienced more cancellations for various reasons prior to the November 2 State Constitutional Amendment Election, which sent the Elections Office scrambling. We have vacancies for Election Judges at the MLK Center, Navarro College Cook Center, and Westside Baptist Church. We do not want to relinquish our Presiding role, due to the Republican majority vote. The other party will have their Election Judges and Election Clerks in place. Republicans must be adequately represented and follow the Election Code. Election workers are paid $ 11.00 / hour.
