Two papers in the November issue dive into issues related to the Affordable Care Act.
ACA Marketplaces & Medicaid Expansion
The economic shock of the COVID-19 pandemic led to job losses and people moving into the Affordable Care Act Marketplaces. In one paper in the November
issue, John Hsu and coauthors analyzed the relationship between state policies and the number and risk profile of these new enrollees.
They found both larger increases in Marketplace enrollment in states that did not expand Medicaid and more higher-cost enrollees joining Marketplaces in states with narrower enrollment criteria.
“The state-based Marketplace states experienced favorable selection into the Marketplaces,” the authors concluded.
In another paper, Casey Balio and coauthors estimated the effects of Medicaid expansions on administrative spending incurred by
states since the initial expansions in January 2014.
They found “modest evidence suggesting that states with large expansions saw reductions in administrative costs after expansion relative to nonexpansion states, whereas states with small expansions incurred increases in administrative costs after expansion.”
