New legislation could ban solar panels made by Uyghur Muslims in China.

As Congress weighs on the legislation, the Biden administration is in a bind as it attempts to reconcile its climate goals and China’s hold over the solar panel supply chain with commitments to support human rights.

Biden administration National Security Advisor Jake Sullivan was asked by RealClearPolitics’ Phil Wegmann about a statement by Chinese officials that there is a contradiction between the U.S. urging China to reduce emissions while also sanctioning their solar panel companies over forced labor concerns, and Sullivan responded:

“The president strongly believes that we can both take a strong stand against forced labor and against slave labor anywhere it occurs, including in Xinjiang, and at the same time cultivate and develop a robust and effective solar power supply chain. There is no reason that the U.S. or any other country should be forced to choose between these two issues.”

** SCOTUS Hears Challenges to Texas Abortion Law
------------------------------------------------------------

The Supreme Court on Monday heard oral arguments regarding a pair of procedural challenges to a controversial Texas abortion law that effectively prohibits abortions after cardiac activity is detected in an embryo, usually 6-8 weeks into pregnancy.

The Court heard arguments in two cases:
* Whole Woman’s Health v. Jackson, which is an effort by abortion providers to sue to block the law’s enforcement by Texas county clerks who would docket lawsuits filed under the abortion law
* U.S. v. Texas, which is a lawsuit filed by the federal Dept. of Justice (DOJ) arguing that the Texas abortion law was unconstitutionally designed to evade judicial review. A decision in these cases is expected to come relatively quickly, likely before the end of the year, but it’s unclear exactly when that will be released.
