Then-Officer Hall killed 33-year-old Laudemer Arboleda, a man with mental illness, in November 2018. Andrew Hall’s police department CLEARED him of all misconduct after they did their own ‘investigation’. But DA Diana Becton made sure to keep investigating this case.
