Memo Objective:
To provide our members with a brief summary of All On The Line's campaign to end map manipulation. It is critical for All On The Line members to understand our strategy and to gauge support in advance of finalizing our state plans.

State of Play:
Gerrymandering is a fundamental structural barrier to progress on key issues. By manipulating maps to ensure re-election, politicians have more incentives to pander to party extremists and special interests than to serve the people they supposedly represent. We have an opportunity to fix this problem during the 2021 redistricting cycle.

Three Pillar Strategy:
Since the Supreme Court ruled that federal courts won't protect voters against partisan gerrymandering, the fight for fair maps must be won on the state level. All On The Line has tailored plans for our ten target states -- but the core of our strategy revolves around these three pillars:

--Training and Education: All On The Line raises awareness about the harmful impact gerrymandering has on federal and state policymaking through regular communication with members and dedicated training initiatives like Redistricting U. You can support these efforts by donating to our AOTL Training Fund.

--Grassroots Organizing: Our goal is to increase grassroots engagement in every step of the redistricting process. We're building a diverse grassroots volunteer network to mobilize communities. These activists will engage with their own neighbors, colleagues, and friends, so we can grow as a campaign ahead of 2021. For example, hundreds of volunteers have already gathered and connected through house parties, chapter meetings and through All On The Line's Book Club. You can support these efforts by donating to our AOTL Grassroots Network Fund.

-- Advocacy: A key aspect of the fight for fair maps is holding elected officials accountable. We will encourage our grassroots network to pressure politicians to support smart reform and commit to drawing fair maps in states where legislators are responsible for redistricting. While some of this work doesn't begin until later, our plans must start now to be successful. And new opportunities will always present themselves, so we have to stay ready and vigilant -- we recently deployed our grassroots capabilities to demand a public and transparent process in the court-ordered redraw of state legislative maps in North Carolina. You can support these efforts by donating to our Grassroots Advocacy Fund.

AOTL Mission:
Our mission is to restore fairness to our democracy and ensure every American has an equal say in our government. This campaign is driven by grassroots organizers who want to make a lasting impact -- the redistricting process is our opportunity to set the tone for the next decade.

Next Steps:
As we evaluate whether our state plans need to be modified because of budget constraints or can be executed in full, we've set an ambitious end-of-month goal of $100,000. Help make our state plans a reality with your grassroots donation.
