When AB 540 passed in 2001, I did not meet its limited criteria. But SB 68 in 2017 expanded the eligibility for AB 540. By qualifying for in-state tuition and state-based financial aid, I completed my undergraduate education. Even then, it was hard for me to figure out that I qualified. So, together with Immigrants Rising, we developed the In-State Tuition Tool2 to help students understand eligibility requirements.
The conference wasn’t just a commemoration of AB 540—our call to action was for us to come together to address discrepancies. We must all work together to ensure equitable access to education for all undocumented students in California.
