** READ: What's at stake for New Orleans with Amendment #1 ([link removed])

Constitutional Amendment #1 on the ballot this fall is aiming to take local control of tax dollars away from those that need it most.

Almost all leaders across Louisiana agree that the sales tax collection needs technology to streamline the process. However, for New Orleans, Constitutional Amendment #1 does more than provide a solution, it threatens the city's operating budget.

"Cantrell is wary of sending what amounts to 32% of her general fund budget to Baton Rouge, in the hopes that the money would find its way back to city coffers. She said she’s concerned that city wouldn’t be able to access its revenue when it needs to, particularly in an emergency, and also that the administration counts on earning interest from the revenue as soon as it's collected."

New Orleanians fear that capitol bureaucrats won't return over 30% of their city's operating budget is grounded in a history of not receiving their fair share of state-level investment.

"Most recently, [Mayor Cantrell] pointed to delays from the 14-member State Bond Commission on a list of New Orleans construction projects, including at the Caesars Superdome, Children’s Hospital, the Port of New Orleans, and City Park..."

Mayor LaToya Cantrell is not the only New Orleans official to ever recognize the lack of investment from capitol bureaucrats.

"Former Mayor Mitch Landrieu regularly complained that special events in New Orleans generated money for the state but left the city with big bills."

Stephanie Grace says it best when she states, "Face it. Louisiana has a history of shortchanging New Orleans, or otherwise suggesting it cannot govern itself."
