John -- Florida, Georgia, North Carolina, and Texas experienced significant demographic changes over the decade -- but those changes may not be reflected in the maps drawn during redistricting.
The Brennan Center says although all four states have undergone rapid population growth among nonwhite communities, the process is controlled by a single party with a past of discriminatory map manipulation.
“If history is any guide, it is unlikely that those holding the pen will embrace the multiracial and multiethnic future. And so, the threat of another decade of discriminatory maps looms.”

The Brennan Center’s analysis is unfortunately correct. Three of these states -- Georgia, North Carolina, and Texas -- are already drawing, releasing, or getting ready to enact their maps.
Right now, none of these maps live up to the promise of fair representation for communities of color in their state.

In Texas, the Republican governor is likely to sign discriminatory congressional maps passed by the GOP-controlled state legislature that diminish the power of communities of color. Our mapping team analyzed early map drafts in North Carolina and found that they pack and crack communities of interest. And in Georgia, we’ve seen maps that disempower Black voters.
As states continue to finalize the next decade of congressional maps, we must be fully engaged to ensure these political boundaries accurately reflect demographic changes and that conservative map drawers don’t undermine fair representation for communities of color for political gain.
