Subject: why we need to pass PREP, now
In 2019, my friend the late Congressman Elijah Cummings and I introduced the Promoting Reentry through Education in Prisons (PREP) Act.
This week, I’ll be reintroducing this vital piece of legislation in his honor.
This bill would provide incarcerated people with both the resources and support necessary to reintegrate into society upon release – which has been proven to reduce the chances of re-incarceration by up to 43%.
By passing the PREP Act, Congress would:
- Create new education programs in federal prison systems across the U.S.
- Provide educational support and resources for incarcerated people to pursue GEDs, postsecondary education, workforce readiness programs, and more.
- Provide training and technical assistance to state and local institutions across the country that run similar education programs.
- Notify incarcerated veterans of their eligibility for new educational programs at both state and federal correctional facilities.
Incarcerated people are more than their incarceration—and are too often left behind.
This legislation will expand access to important resources they need to ensure a smooth reentry into society. It is my privilege to reintroduce it in the House.
