The USPS badly mismanaged Postmaster General Louis DeJoy’s conflicts of interest—and then they tried to cover it up.
That’s what we learned from documents we obtained through a lawsuit this week. The documents show that USPS’s initial decision to allow DeJoy to merely recuse from decisions involving XPO Logistics, his former company in which he still owned shares worth tens of millions of dollars, rather than fully divesting from his interest, was seriously insufficient—and left DeJoy open to potentially violating criminal conflict of interest laws. DeJoy’s later decision to divest from his holdings in XPO Logistics, after significant pressure, illustrates exactly how inadequate recusal was. In addition, USPS fought us in court to hide these documents from public view, claiming that they were “pre-decisional” and “deliberative” and thus exempt. However, the documents were clearly final advice offered to DeJoy—and it appears that USPS was attempting to cover up how badly they mismanaged DeJoy’s conflicts.
