THE SERIES CONCLUSION
As our series on the Pittsburgh water authority comes to a close today, we look at how an infusion of new talent helped turn the organization around. Then we look at the biggest potential risks going forward, including why it will take $300 water bills to pay for upgrades to its neglected infrastructure. We close out the series with a summary of the most important lessons going forward — including whether the agency was better served by public or private management and where the responsibility ultimately lies for the system’s nearly catastrophic failure.
