John -- This new report from the Brookings Institution is a stark reminder that the deck is already stacked against fair maps.
The states where census data shows growth are often the states with GOP-controlled legislatures calling the shots for redistricting. In fact, the Brookings report highlights that Republican-leaning states gained three seats in Congress. But that’s not the whole story.
Brookings Institution: “At the heart of any attempted forecast is a paradox. Republican states picked up the most congressional seats and Republican legislatures control the process in the most states, but Republican counties lost population while Democratic counties gained.”
We can’t let map manipulators take advantage of the census data by whitewashing the truth and ignoring the fact that most of the population growth responsible for these new seats happened in suburban and urban areas. And in places like Texas, 95% of the population growth was in communities of color.
New districts should be added in the regions where there was population growth -- but we know the GOP will crack and pack districts to avoid fair representation. We are already seeing this in the Texas and Georgia maps.
