Today's the anniversary of the Clean Water Act -- a long-standing law that sets the standard for water quality. During his presidency, Donald Trump gutted key provisions of this law, leaving room for more pollution to fill our atmosphere and contaminate our drinking water.

Communities of color and poor communities are more vulnerable to the worst impacts of climate change -- like dirty drinking water, polluted air, respiratory disease, and lower life expectancy -- because of historic underinvestment in our communities. We saw proof of this in our neighborhood when Hurricane Ida's flooding overwhelmed Philadelphia's aging infrastructure.

I've said it once, and I'll say it again: the climate crisis is a racial injustice crisis. And the Trump administration's deregulation of key provisions of the Clean Water Act only worsened this grave injustice.

We can't mitigate climate change without investing in solutions that address racial disparities. I introduced a one billion dollar tax credit to support environmental justice research. This bill will invest in Historically Black College and University (HBCU) research programs the most, and will help Black scholars in the STEM field pursue projects that benefit our environment and communities that are often left behind.
