Happy Fall! It’s been a busy few months in the halls of Congress, and I wanted to update you on what I’ve been working on.
But first, I wanted to take a moment to acknowledge and celebrate Hispanic Heritage Month. San Diego is home to a large Hispanic and Latino community, and each year we come together to honor their contributions to our culture and community. Thank you for giving me the opportunity to serve you in Congress each day.

Southern California was recently hit by a large oil spill off the coast near Santa Barbara. Earlier this year, Scott cosponsored the American Coasts and Oceans Protection Act. Since 1984, California has successfully blocked every new offshore oil-drilling license applied for by big oil companies, but this new legislation would formally prohibit the Department of the Interior from selling our offshore coastland for oil drilling.
This man-made environmental disaster is yet another example of why Congress must protect our ecosystems, and hold large-scale polluters like big oil accountable if we want to win the fight against climate change. Scott has been a leader on climate in Congress, and this bill is one more step in the right direction.

Scott introduced the FAIR Transition and Competition Act of 2021, which will establish a border carbon adjustment tax on imports to incentivize the use of cleaner technologies and account for costs associated with compliance with U.S. laws that limit greenhouse gas emissions.
The Act will support U.S. businesses that strive to produce cleaner and more environmentally-friendly products, will encourage international support for climate action and climate cooperation, and drive climate innovation across our nation. The border adjustment will raise billions of dollars for communities across the U.S. that face extreme weather and show that the U.S. is a leader in tackling the climate crisis at home and abroad.

The National Defense Authorization Act is an important annual bill that helps set guidelines and policy objectives for the U.S. Defense budget. This year, Scott took charge during negotiations and fought for San Diego priorities, including: *
