Conservative Activists Lobby Congress on USMCA
This week, Heritage Action hosted a lobbying day for our supporters to meet with their senators and representatives about the importance of passing President Trump’s USMCA trade deal. Those who attended were able to speak directly with their members of Congress and share personal stories of how the trade deal will benefit their lives.
The United States-Mexico-Canada Agreement (USMCA) keeps what works in NAFTA—such as no tariffs on oil, gas, and scores of other products—while also addressing new issues, like digital trade in the 21st century.

President Trump signed the USMCA almost a year ago, but Speaker Pelosi still hasn’t brought it to the House floor for a vote. The longer Congress fails to pass USMCA, the more our farmers, manufacturers and working families suffer!

Our activists told their representatives and senators that USMCA will bring thousands of jobs to America and grow the economy by an estimated $70 billion.

While Heritage Action supporters lobbied Congress this week, we also had an active role in the Heritage Foundation’s President’s Club Meeting of 2019. In attendance at the closing gala event were senators, congressmen, prominent conservatives, Vice President Pence, and even Heritage Action alum! Former Heritage Action CEO Mike Needham and Vice President Russ Vought joined current Executive Director Tim Chapman in celebrating the Foundation’s legacy.
Happening on the Hill
Drug Pricing: The Lower Drug Costs Now Act (H.R. 3) would establish a socialist-style takeover of prescription drug pricing. Thank you to everyone who called their House representatives this past week in opposition to this bill. If you have not yet called, there is still <[link removed]> time, as it likely won’t receive a vote until after the first week of November.

H.R. 3 is deeply flawed and inserts the government squarely into the middle of drug pricing negotiations by proposing two different government price setting schemes. Price controls only serve to reduce access to new treatments, stifle research and innovation, and increase health costs in the long run. Check out our drug pricing toolkit for more information <[link removed]>. We are urging all members of Congress to reject H.R. 3 and any other bills that contain price setting language!

Protecting the Integrity of Our Elections: Democrats have been pushing for a whole host of policies to undermine the security of our elections and make it easier for partisan parties to get an unfair advantage. Earlier this year, the House liberals passed H.R. 1 <[link removed]>, a massive bill to make it easier for them to steal elections.

House Dems followed it up this week with the SHIELD Act (H.R. 4617), a partisan bill that passed without a single Republican vote. Instead of targeting interference and foreign actors, the SHIELD Act punishes Americans, chills free speech, and infringes on their right to privacy.

SALT Deduction Cap: Earlier this week, conservatives in the Senate stopped the passage of S.J. Res. 50, a resolution that would have undermined a key provision of Republican’s 2017 Tax Cuts and Jobs Act.

If passed, S.J. Res. 50 would have prevented the government from enforcing the $10,000 cap on deductions for state and local taxes (SALT). Before the Tax Cuts and Jobs Act, taxpayers in blue states with higher state taxes were able to deduct more of their state and local taxes from their federal income taxes, unfairly shifting the burden to taxpayers in states with lower income taxes.

The SALT deduction forces low-tax states to subsidize high-tax states. All Senate Republicans but one <[link removed]> stood together to vote down the measure which could have increased the federal deficit by more than $673 billion over 10 years.
