Even within the context of a broken system of mass incarceration throughout America, Alabama’s prison system stands out in its cruelty.
According to the Bureau of Justice Statistics, Alabama’s prisons have a murder rate 10 times larger than the national average, and the Equal Justice Initiative reports that “severe staffing shortages have resulted in the abandonment of rehabilitative programming.”
Chillingly, they go on to conclude that staff shortages have led to a situation where “the physical and sexual violence and torture employed to collect debts is so entrenched that the pleas of incarcerated people and their families for protection from extortion are routinely ignored.”
That’s why, as Chair of the Judiciary Committee, I’m working to stop Alabama from using $400 million in American Rescue Act funds to build more prisons.
In response, Alabama’s Republican governor is attacking me viciously for not allowing her to launder building prisons as “economic development” and daring to expose the human rights abuses regularly occurring on her watch. The three most frequent reasons for ending up in Alabama prisons are non-violent offenses -- including the possession of marijuana. Until my bill, the MORE Act, passes to decriminalize marijuana, communities of color will continue to suffer significantly in places like Alabama.
To make matters worse, those same communities have been devastated by COVID-19 -- which is what this money was supposed to be used for.
