The Biden administration announced that it will cancel all remaining border barrier contracts within CBP's Laredo and Rio Grande Valley Sector.

The announcement comes as the number of monthly apprehensions of people illegally crossing the U.S.-Mexico border has been at the highest level since March 2000 ([link removed]) from March through August (data for September is not yet available).

In announcing the cancellation of the contracts, the administration explained that because the funding previously allocated for construction of border barriers has to be put to a related use, it will begin environmental planning activities including biological, cultural, and natural-resource surveys for project areas, in addition to stakeholder outreach.

In an Inauguration Day executive order that rescinded Trump’s declaration of an emergency at the border ([link removed]) , President Biden said ([link removed]) that building a “massive wall that spans the entire southern border” is “a waste of money that diverts attention from genuine threats to our homeland security.”

** House Approves Debt Limit Extension
------------------------------------------------------------

The House of Representatives on Tuesday passed a bill to raise the national debt limit by $480 billion through at least December 3rd ([link removed]) . While the vote means lawmakers averted a potential first-ever default on the federal government’s obligations from occurring on October 18th, Congress will have to address the issue again in a few short months.

The bill passed the Senate last week on a 50-48 party-line vote ([link removed]) after 11 Republicans crossed the aisle to join Democrats in voting to end the filibuster on the bill.

Congress chose to raise the debt limit through December 3rd ([link removed]) in part because that date aligns with the expiration of the latest stopgap funding measure, meaning that lawmakers will need to approve appropriations for federal agencies by then or there will be a partial government shutdown.
