Federal Court Of Appeals Allows Heartbeat Law To Resume Enforcement AUSTIN, Texas – Last night, the Federal Court of Appeals granted a temporary “stay,” which allows Texas Heartbeat law to go back into full enforcement and effect; while the appeals court considers preliminary matters and emergency requests by Texas Attorney General, Ken Paxton, on appeal. Jonathan Saenz, President and Attorney for Texas Values, released the following statement: “As we said earlier this week, we were confident that the Court of Appeals would completely restore the Texas Heartbeat law in a very short amount of time and that’s exactly what they did. We expect moving forward that the Texas Heartbeat law will remain in effect as it has been since September 1, and that babies’ lives will be saved.
