Federal Court Of Appeals Allows Heartbeat Law To Resume Enforcement AUSTIN, Texas – Last night, the Federal Court of Appeals granted a temporary “stay,” which allows Texas Heartbeat law to go back into full enforcement and effect; while the appeals court considers preliminary matters and emergency requests by Texas Attorney General, Ken Paxton, on appeal.
