Border Angels and the El Chaparral Humanitarian Alliance seeks to support migrants and all those seeking asylum in the United States through Tijuana, B.C. Unfortunately the border and entry to the United States to apply for asylum remains blocked. This means that currently, lawyers are not able to request asylum or humanitarian parole. While we can’t offer legal assistance, in an effort to provide the most up to date information and resources, we have created the following page:

About half a year has passed since the establishment of the "Esperanza" (Hope) encampment at El Chaparral in Tijuana. So much has happened in what for us seems like a short time for those remaining seems like an eternity.

From the difficulties of acquiring bathrooms, having clean water, misinformation on immigration law, exploitation, violence, lack of food, and even threatened disbandment, we have had to change and find ways to immediately support the needs of the many migrant families who have made their way through the encampment without any type of government support.

Currently, in addition to the diverse population of migrants that have passed through the encampment anywhere from central American and African countries, there is an influx of Mexican people fleeing their home states of Guerrero and Michoacan due to drug cartel war violence.

We continue to advocate for so many who have been completely neglected, and have been denied the legal pathways of asylum. We plea our current administration to remember the humanity in everyone, and to administer the power they have to save lives and be an example of how we should welcome migrants instead of furthering their trauma.

A new washing machine and fridge have arrived at Borderline Crisis Center, one of the 17 shelters we support in Tijuana. Jardin de las Mariposas also received a brand new washing machine! This means our migrant siblings now have access to better sanitation and are able to have a clean set of clothes. The fridge will also be able to store so many groceries for these families. Groceries that continue to be purchased thanks to your continued support.

We are committed to improving all shelters and offer dignified living spaces for all, and we are steadily doing so thanks to your support!

After much exploring and scouting we were able to connect the missing puzzle pieces in the middle of the desert from the canyons we normally leave supplies at, to the locations of the tragic passing of two migrants this summer. Our group pushed through sandy washes and over rocky hills to ensure the supplies were left in areas most crucial at this time of year. The locations where we dropped supplies are so difficult to get to from the border, that by the time someone who has crossed reaches this area, they are almost or already out of their own personal food and water.

This month we also had one of our Water Drop team members represent us in a Search and Recovery mission in Arizona, partnering with @aguilas.busquedayrescate. While searching on one case, the SAR group was able to find multiple sets of human remains. These have been reported to the authorities, and hopefully this discovery will bring some closure and relief to those families that had missing family members in the desert.

Meet Jose Luis!
This month we helped 50-year-old Jose Luis, an asylum seeker from Nicaragua who spent a little over two months inside the Imperial Regional Detention Center.

Jose Luis had not seen his wife in over two and a half years, and we were able to capture this sweet moment upon his arrival and reunion with his wife and sponsor in the midwest. We love to share in such a beautiful experience, and with your help we hope to see many more of these moments.

We are a year and a half into this pandemic, and COVID remains an active threat within immigration detention centers in which private corporations profit from each migrant in their facility. Currently there are 532 confirmed active coronavirus cases. ICE.gov states that these cases are “currently under isolation or monitoring,” yet we know through the testimony of people we assisted through our Families Reunidas Bond Program that isolation and monitoring mean something entirely different from what the government reports.

Although testing began February 2020, it was not readily available. We can confirm that when we attempted posting bonds in the month of April, we were not allowed to do so in Otay because people in detention were in isolation in cohorts, with up to 100 people in one room. The sleeping arrangements consisted of a number of 6 people in bunk beds in a single cell, with people that were showing symptoms of covid; all of these 100 persons were crowded together with folks showing signs of fevers. Therefore, although 532 may seem like a low number, it’s extremely dangerous to a population being held in such close quarters, especially when there are up to 65 confirmed cases within a single detention prison.

According to this website, there have been 9 confirmed deaths in a detention center. 9 people who have died after testing positive for COVID-19 while in ICE custody, an enormous loss of life which was entirely preventable, and largely due to the neglect of these facilities. Border Angels is devastated to see the disturbing photos and videos taken at the Texas border of U.S. Border Patrol mounted on horseback, whipping Haitian migrants and shouting at them to go back to Mexico. It is unacceptable that people fleeing disaster and political turmoil are subject to such cruelty at the hands of our government agencies. These images not only show us the dehumanization of immigrants but also reminds us that agencies like the Border Patrol are rooted in racism.

We have long been demanding of this administration to see the humanity in everyone and restore the asylum processes. Instead of showing compassion, we see the US government furthering the trauma of migrant communities. The response by the White House and the Chief of Border Patrol are unacceptable. We once again urge the Biden Administration to end Title 42, end MPP, stop all deportation flights to Haiti and restore the asylum process. We ask YOU to contact your elected representatives. Now is not the time to be silent. We cannot allow more injustices to continue.

A federal district court judge in July declared the Deferred Action for Childhood Arrivals (DACA) program illegal in part because the Obama administration did not allow public comments by publishing the rule in the Federal Register. Judge Andre Hanen let stand the program for those already enrolled, but blocked new applications. So now the Biden administration’s Department of Homeland Security has published the regulation, which is open for public comments until November 29. The department has also appealed the court decision...

Dulce Garcia, executive director of Border Angels in San Diego and member of the Southern Border Communities Coalition, is undocumented. “Our contributions to this country are innumerable. Yet, there’s no path to citizenship for us,” she says. “We pay taxes, build the economy, and contribute to our communities during a pandemic…Every day that we live without a path to citizenship is a day filled with anxiety and fear.”
