As your Representative in Congress, it is my privilege to deliver this newsletter with opportunities for federal grants in District 10.

Grants are generally available to non-profit organizations and state or local government entities. Individuals and private companies may apply for research funds based on specific federal agency funding opportunities.

As you may know, federal funding is extremely competitive and limited in availability. It is my hope that this newsletter will be a helpful resource for you in the grants process.

Comprehensive Community Mental Health Services for Children and their Families Program – Department of Health and Human Services

• Recipient: Orange County Government
• Award: $1,000,000
• Description: The Comprehensive Community Mental Health Services for Children and their Families Program (also known as the Children’s Mental Health Initiative) improves the mental health outcomes of young people up to age 21 who have serious emotional disturbance (SED), and their families. This program supports the implementation, expansion, and integration of a system-of-care approach, creating sustainable infrastructure across an array of entities to deliver community-based services.
  

Small Business Innovation Research (SBIR) Catalyst – Small Business Administration

• Recipient: Florida High Tech Corridor Council and partners
• Award: $150,000
• Description: The winners of the SBIR Catalyst competition facilitated eight collaborative partnerships aimed at building connections across entrepreneur support organizations that foster innovation-driven entrepreneurs from underserved communities. The winners are recognized connectors across programs that fund innovation clusters, hubs, and other technology-based economic development initiatives.
  

Manufacturing Extension Partnership Funding – National Institute of Standards & Technology

• Recipient: FloridaMakes, Inc.
• Award: $158,400
• Description: Through its collaborations at the federal, state, and local level, the Center will work with manufacturers in the areas of business growth, technology acceleration, export and international market development, workforce development and training. The Center will conduct business continuity assessments, cybersecurity education and awareness training, and provide apprenticeship programs.
  

Community Development Financial Institutions Fund (CDFI Fund) New Markets Tax Credit Program (NMTC Program) – Department of the Treasury

• Recipient: Black Business Investment Fund, Inc.
• Award: $55,000,000
• Description: The New Markets Tax Credit Program permits individual and corporate taxpayers to receive a non-refundable tax credit against federal income taxes for making equity investments in financial intermediaries known as Community Development Entities (CDEs). CDEs that receive the tax credit allocation authority under the program are domestic corporations or partnerships that provide loans, investments, or financial counseling in low-income urban and rural communities. The tax credit provided to the investor totals 39% of the cost of the investment and is claimed over a seven-year period. The CDEs in turn use the capital raised to make investments in low-income communities.

• Award: $35,000,000

Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program Grants – Department of Justice

• Recipient: University of Central Florida
• Award: $300,000
• Description: The program provides a unique opportunity for institutions of higher education to establish multidisciplinary approaches to combat domestic violence, dating violence, sexual assault, and stalking on campuses. These comprehensive efforts are designed to enhance victim services, implement prevention and education programs, and develop and strengthen security and investigation strategies to prevent, prosecute, and respond to domestic violence, dating violence, sexual assault, and stalking. The Campus Program supports activities that develop campus-based coordinated responses that include campus victim services, law enforcement, health care providers, housing officials, administrators, student leaders, faith-based organizations, student organizations, and disciplinary boards, and that enhance victim safety and assistance and hold offenders accountable.

Reduce Domestic Violence, Dating Violence, Sexual Assault, and Stalking on Campus Program Grants – Department of Justice

• Recipient: Florida Council Against Sexual Violence, Inc.
• Award: $172,076
• Description: Funding for these organizations play an important role in advancing the goal of ending domestic violence, dating violence, sexual assault, and stalking. Grant funds may be used for the following activities: providing training and technical assistance to member organizations, expanding the technological capacity of coalitions and/or member organizations, developing or enhancing appropriate standards of services for member programs, including culturally appropriate services for underserved populations, conducting statewide, regional and/or community-based meetings or workshops for victim advocates, survivors, legal service providers, and criminal justice representatives, bringing local programs together to identify gaps in services and to coordinate activities, increasing the representation of underserved populations in coordination activities, engaging in activities that promote coalition-building at the local and/or state level, or coordinating at the federal, state and territory level with judicial or local law enforcement agencies to developer enhance strategies.
  

Victim Assistance Formula Grant – Department of Justice

• Recipient: Florida Department of Legal Affairs
• Award: $66,670,292
• Description: This applicant will provide funds from the Crime Victims Fund to enhance crime victim services in the State. Victim Assistance formula grants support thousands of victim assistance programs throughout the Nation each year. The states provide subgrants to local community-based organizations and public agencies that provide services directly to victims. Direct assistance to crime victims includes crisis counseling, telephone and onsite information and referrals, criminal justice support and advocacy, shelter, therapy, and additional assistance. Funds may also be used to develop new programs that address emerging needs, gaps in services, and training of victim service advocates.
  

Victim Compensation Formula Grant – Department of Justice

• Recipient: Florida Department of Legal Affairs
• Award: $9,935,000
• Description: The applicant will provide funds from the Crime Victims Fund to enhance State Victim Compensation payments to eligible victims. Victim Compensation formula grants provide funding to supplement state compensation programs that provide financial assistance and reimbursement to victims for crime-related out-of-pocket expenses, including medical and dental care, counseling, funeral and burial expenses, and lost wages and income.
  

John R. Justice Student Loan Repayment Program – Department of Justice

• Recipient: Florida Department of Education
• Award: $77,791
• Description: The program provides student loan repayment assistance for local, state, and federal public defenders and local and state prosecutors who commit to extended service in those roles. The state will ensure grant funds for loan repayment are allocated fairly between prosecutors and public defenders, with a priority placed on those eligible beneficiaries who have the least ability to repay their loans.
  

National Criminal History Improvement Program (NCHIP) – Department of Justice

• Recipient: Florida Department of Law Enforcement
• Award: $4,800,000
• Description: Under this award, the Florida Department of Law Enforcement (FDLE) will use funds for Biometric Identification System (BIS) Modernization and Computerized Criminal History System Modifications. FDLE will modernize the BIS by converting the system to a cloud-based solution. The BIS acts as a central repository and matching mechanism for the state's biometric data, including fingerprints and palm prints. BIS fingerprint repository is used to identify persons booked in jail; for Rapid ID checks (roadside instant checks to verify identity); and for those persons who undergo fingerprint-based criminal history checks for working with vulnerable populations or concealed weapons license. BIS also submits criminal biometric data to the FBI to be used in nationwide latent and background checks. The modernization will result in enhanced storage and processing capacity, create a disaster recovery system and add additional biometric capabilities.
  

Ending the HIV Epidemic - Primary Care HIV Prevention – Department of Health and Human Services

• Recipient: Community Health Centers, Inc. of Winter Garden
• Award: $373,076
• Description: Awarded health centers will use the funding to conduct outreach and HIV testing, expand their workforce to increase access to and use of PrEP, and connect individuals who test positive for HIV to treatment. Health centers receiving these funds are encouraged to partner more closely with community organizations such as Health Resources and Services Administration’s (HRSA) Ryan White HIV/AIDS Program-funded organizations and health departments to facilitate referrals to the health center for prevention services including testing and PrEP, and, for those testing positive for HIV, care soon after diagnosis.
  

Health Center Infrastructure Support Grants – Department of Health and Human Services

• Recipient: Community Health Centers, Inc. of Winter Garden
• Award: $1,234,426
• Description: Health centers will use this funding for COVID-19-related capital needs, constructing new facilities, renovating and expanding existing facilities to enhance response to pandemics, and purchasing new state-of-the-art equipment, including telehealth technology, mobile medical vans, and freezers to store vaccines. The funds will be awarded to health centers that serve medically underserved and other vulnerable populations and communities, which are disproportionately affected by COVID-19 and other health conditions. By constructing new facilities or renovating and expanding existing facilities, health centers will ensure that these communities will have more equitable access to high-quality primary health care.
  

Health Center Infrastructure Support Grants – Department of Health and Human Services

• Recipient: Health Care Center for the Homeless
• Award: $710,936
• Description: Health centers will use this funding for COVID-19-related capital needs, constructing new facilities, renovating and expanding existing facilities to enhance response to pandemics, and purchasing new state-of-the-art equipment, including telehealth technology, mobile medical vans, and freezers to store vaccines. The funds will be awarded to health centers that serve medically underserved and other vulnerable populations and communities, which are disproportionately affected by COVID-19 and other health conditions. By constructing new facilities or renovating and expanding existing facilities, health centers will ensure that these communities will have more equitable access to high-quality primary health care.
  

Community Health Workers (CHW) for COVID Response and Resilient Communities Program – Centers for Disease Control and Prevention

• Recipient: Florida Department of Health
• Award: $1,000,000
• Description: The funding is intended for recipients to address: Disparities in access to COVID-19 related services, such as testing, contact tracing, and immunization; Factors that increase risk of severe COVID-19 illness, such as chronic diseases, smoking, and pregnancy; Community needs that have been exacerbated by COVID-19, such as health and mental health care access and food insecurity. CHWs support populations at high risk and communities hit hardest by COVID-19. These awards, funded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the American Rescue Plan Act of 2021 will provide critical support to states, localities, territories, tribes, tribal organizations, urban Indian health organizations, or health service providers for tribes.
  

Pipeline and Hazardous Materials Safety Administration’s (PHMSA) Hazardous Materials Emergency Preparedness (HMEP) Grants – Department of Transportation

• Recipient: Florida Department of Emergency Management
• Award: $693,214
• Description: These funds will enhance the state’s ability to respond to hazardous materials transportation incidents and assist in performing their hazardous materials response duties. The grant will aid in the development, implementation, and improvement of emergency plans for local communities and training for emergency responders to help communities prepare for a potential hazardous materials transportation incident. Well-trained first responders play a critical role in mitigating or responding to any hazardous materials incident. HMEP grants are part of PHMSA’s comprehensive approach to improving the safe transportation of crude oil and other hazardous material across the country.
  

Pipeline and Hazardous Materials Safety Administration’s (PHMSA) State Based Pipeline Safety Grants (Natural Gas) – Department of Transportation

• Recipient: Florida Public Service Commission
• Award: $593,974
• Description: The State Based Grants program supports state pipeline safety programs by reimbursing a portion of each state's total program expenses for a given calendar year based on their performance. State pipeline safety programs assure public safety through inspecting and enforcing the pipeline safety regulations, conducting incident investigations, and taking corrective actions to assure the safety and integrity of pipelines under their safety authority.

Sustainable Materials Management Grants – Environmental Protection Agency

• Total Program Funding: $300,000
• Application Deadline: October 25, 2021
• Description: EPA is announcing this grant competition and soliciting applications from eligible applicants that will improve community resilience and sustainability through sustainable materials management (SMM). Applicants must select at least one of the following technical assistance methods: research, investigation, experiments, education, training, studies and/or demonstration of innovative techniques.

Neotropical Migratory Bird Conservation Act Grants – Department of the Interior

• Award Ceiling: $200,000
• Application Deadline: November 4, 2021
• Description: The United States Neotropical Migratory Bird Conservation Act (NMBCA) established an annual, competitive grants program to support projects that promote the conservation of neotropical migratory birds and their habitats in the United States, Canada, Latin America and the Caribbean. The U.S. Fish and Wildlife Service's Division of Bird Habitat Conservation (DBHC) is responsible for managing the NMBCA grants program and administers all grants. This program supports the DOI and FWS mission of protecting and managing the nation's natural resources by collaborating with partners and stakeholders to conserve land and water and to expand outdoor recreation and access.

Workforce System Technical Assistance Collaborative – Department of Labor

• Award Ceiling: $3,500,000
• Application Deadline: November 8, 2021
  
• Description: This announcement solicits applications to establish and operate a Workforce System Technical Assistance (TA) Collaborative over a 36-month period of performance from an anticipated start date of February 2022. The Workforce System TA Collaborative is an entity or consortium of partners that, in close coordination with the U.S. Department of Labor (DOL), will plan, develop and deliver TA to the public workforce system, considered here as primarily Workforce Innovation and Opportunity Act (WIOA) Title I and Wagner-Peyser Act Employment Service grantees and required partners of the one stop delivery system, where TA to a broader range of partners improves WIOA Title I and Wagner-Peyser Act service delivery. To further the goal of improving public workforce services, the Collaborative will assist grantees in complying with federal requirements and in achieving equity in service delivery and outcomes for people of color and historically marginalized populations, including individuals with disabilities. Note that the term “Collaborative” does not refer to a physical location or center.

Inspire! Grants for Small Museums – Institute of Museum and Library Services

Continuum of Care Competition and Noncompetitive Award of Youth Homeless Demonstration Program Renewal and Replacement Grants – Department of Housing and Urban Development

• Award Ceiling: $2,000,000
• Application Deadline: November 16, 2021
• Description: The Continuum of Care Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit organizations, state governments, local governments, instrumentalities of state and local governments, Indian Tribes, tribally designated housing entities, as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996, and public housing agencies, are eligible without limitation or exclusion, to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.

Buses and Bus Facilities Program Grants – Department of Transportation

• Description: The purpose of the Grants for Buses and Bus Facilities Program is to assist in the financing of buses and bus facilities capital projects, including replacing, rehabilitating, purchasing or leasing buses or related equipment, and rehabilitating, purchasing, constructing or leasing bus-related facilities. Additionally, recipients are permitted to use up to 0.5 percent of their requested grant award for workforce development activities eligible under Federal public transportation law and an additional 0.5 percent for costs associated with training at the National Transit Institute.
