Coordinated Entry & Shelter
Family Emergency Shelter
Families that are unsheltered are encouraged to call 2-1-1. From there they will be given a referral to either Safe Harbor or Clare House depending on current vacancies. If no vacancies are available the family will get a referral to the Aviator or Aspen Hotel. This is a temporary solution to help families in need.

ACEH is the HUD designated Continuum of Care (CoC) for the Municipality of Anchorage. Each year ACEH coordinates the submission of project and collaborative applications to fund organizational and partner programs through a competitive grant process. These grants fund the permanent and temporary housing programs in Anchorage and the coordination work done by ACEH to promote a community-wide commitment to the goal of ending homelessness; support existing projects through renewal applications; and provide an opportunity to non-profits to request funding for new projects.

Outreach & Resources
There will be no vaccination or testing clinics this week with VISIT Healthcare due to scheduling issues. However, the Providence Hospital Community Health Workers will be joining outreach this Friday to assist unsheltered clients with Medicaid and Food Stamp Applications, as well as offer medical attention and minor cut and wound treatment.
ACEH's new outreach tracking has been an effective way for outreach workers to collect data. As this process is refined, ACEH will identify opportunities and successes that are not currently trackable in HMIS.
Outreach specialists are now in the field five days a week because of the addition of Covenant House to the outreach team! More coverage means more opportunities for connection.
Reminder: The next Outreach Meeting is scheduled for Wednesday, October 20th at 10 AM.

Harm Reduction Trainings
The Alaska Native Tribal Health Consortium (ANTHC) HIV/STD Prevention and Substance Misuse Prevention programs host free virtual gatherings to discuss harm reduction strategies and resources in Alaska. Guest speakers are Alaska-based experts in the field of harm reduction. The goal of these trainings is to support, inspire and learn from one another to increase the well-being of individuals in the communities.

Alaska activates emergency crisis protocols in 20 health care facilities
On Saturday, Alaska activated emergency crisis protocols that allow 20 medical facilities to ration care if needed as the state recorded the nation’s worst COVID-19 diagnosis rates, straining the state’s limited health care system.

Trafficking and Homelessness
Battling human trafficking is a key initiative for Covenant House Alaska because young people who are experiencing homelessness are favored targets for human traffickers.
For a young person, the experience of homelessness almost always means a struggle to fulfill the most basic of human needs. Traffickers can prey on these circumstances to gain control over them.

DHSS Grantees - Let Us Know If You Are in Serious Financial Hardship
Responding to a number of inquiries from Alaska nonprofits, Foraker has been in productive discussions with leadership of the Alaska Department of Health and Human Services to reduce the financial impact from a recent cyberattack.
Foraker is working with the department to identify organizations that are facing significant financial hardship and have had to or are considering actions such as tapping into dwindling reserves, accessing and/or pursuing a line of credit to cover payroll and other expenses, letting staff go, or at the most drastic are in immediate danger of closing down.

NEW Timeline for Data Standards Changes
As the Alaska CoCs and previous newsletters have communicated, updates to the federal HMIS Data Standards for fiscal year (FY) 2022 went into effect Friday, October 1, 2021.
ICA has tools and guidance on the data standards updates on their website including updated data collection forms for download (with all data elements necessary to be compliant) to provide for accurate data collection until AKHMIS is upgraded.

Municipality of Anchorage Stands Up New Covid-19 Treatment Facility
|
|
Mayor Dave Bronson announced that the Municipality of Anchorage, in partnership with WEKA Medical, is standing up a new COVID-19 Treatment Center that will provide vaccinations, testing, and monoclonal antibody (mAb) treatments.
The COVID-19 Treatment Center will be inside the former Golden Lion Hotel (1000 E. 36th Avenue), a Municipality of Anchorage owned building. The private provider WEKA will be using the facility to provide vaccinations, testing, and monoclonal treatments. The facility will have the capacity to treat hundreds of patients per week. This new location will significantly increase treatment capacity in Anchorage.

The Advance Child Tax Credit: An Opportunity for HUD-Assisted Families with Children
Starting on July 15, 2021, many families eligible for the Child Tax Credit started receiving automatic monthly payments. The IRS uses 2019 and 2020 tax returns to determine whether a family qualifies for the advance payments. Eligible families who did not file taxes in 2019 or 2020 must sign up to receive payments. In July 2021, the IRS and the U.S. Department of the Treasury sent more than $15 billion to families that qualify for the Advance Child Tax Credit, an action that benefited approximately 60 million U.S. children. The IRS will disburse the next advance payment on September 15, 2021.
Eligibility
To qualify for the Child Tax Credit, families must earn an adjusted gross income that does not exceed predetermined income limits. All working families will receive the full credit if they earn less than $150,000 as a married couple or $112,500 as a family headed by a single parent.

The Opportunity Starts at Home campaign commissioned a national public opinion poll through The Tarrance Group to assess the public’s opinions and perspectives on issues related to housing affordability and potential policy responses. The poll surveyed 1,000 adults nationwide between June 28 and July 1, 2021.

WEBINAR: Creating and Strengthening Emergency Rental Assistance (ERA)-K12 Education Partnerships
The American Rescue Plan (ARP) includes billions of dollars for the housing and education needs of children, youth, and families experiencing homelessness through the Treasury Department’s Emergency Rental Assistance (ERA) Program and the Education Department’s Homeless Children and Youth (ARP-HCY) and Elementary and Secondary School Emergency Relief (ARP-ESSER) funds. This is a once-in-a-generation opportunity to significantly reduce homelessness in some communities and end it in others.
In this webinar, presenters will cover:
- An overview of the ERA program;
- An overview of the ARP-HCY and ARP-ESSER funds;
- Promising state and local partnerships between the ERA and K12 systems; and
Recommendations for developing these partnerships.
