Earlier this Summer we held a webinar about "BIPOC Homeownership Stabilization Programs". In collaboration with Grounded Solutions Network, a number of Shared Equity Homeownership programs are creating opportunities to enable current homeowners, some of whom may be exiting a COVID-19 related mortgage forbearance period, to avoid foreclosure or displacement with the choice to partner and become part of a local shared equity homeownership program.

Shared Equity Conversions: Stabilizing Homeownership and Creating Community Assets

As we approach the end of the 18 months of mortgage forbearance periods allowed by the CARES Act, the number of borrowers in forbearance has decreased though 1.6 million homeowners remain in mortgage distress. However, this is only one way homeowners face housing distress and may not capture those who are facing other financial stressors, making difficult sacrifices, or increasing other types of debt to make their mortgage payments. The Census Bureau Household Pulse Survey data collected from August 18-30, 2021 reported that of the more than one million respondents who were eight months or more behind on their payments 180,000 (18 percent) thought it very likely and 275,000 (27.5 percent) thought it somewhat likely they would need to leave their home due to foreclosure in the next two months.

While this data is not frequently reported by race or income level, we know that low-income Black and POC households are expressing the most insecurity around being able to make their mortgage payments and stay in their homes. We also know that historic practices of redlining and appraisal bias have fueled housing disparities and distress in Black and POC communities for generations. So with the compounding effects of COVID 19 and its disproportionate impact on Black and POC communities Grounded Solutions Network has been exploring an array of intervention options to help stabilize households most impacted by COVID 19.

** 2021 CLT Festival- Happening Now!
------------------------------------------------------------

Sustainable Housing for Inclusive and Cohesive Cities ([link removed]) (SHICC) and the Center for CLT Innovation are partnering to present the International Community Land Trust Festival, running from September to December 2021. The Festival will consist of a series of online events, some live and some prerecorded, and will include the first World CLT Day ([link removed]) on October 29.

On September 14, Grounded Solutions Network CEO Tony Pickett participated in the session "Impactful Development and Community Development" as part of the CLT Festival lineup. This session, titled after a recent publication of the same name, explored the relationship between community empowerment and “going to scale.”

Senior Specialist Jason Webb was featured as a panelist in the session "Building the Beloved Community" on September 27. This session focused on moving toward greater racial and ethnic equity in the international CLT movement, highlighting the efforts of CLTs to make themselves more inclusive and exploring inspiring examples of CLTs working to create and support beloved communities around the world.

This intermediate level course is best for individuals who are implementing or actively designing shared equity homeownership programs, and are interested in, but may be just beginning to explore, the racial equity implications of their work. A basic understanding of subsidy retention (or shared equity homeownership) is essential for success in this course.

** New Report: Land Bank - Land Trust Partnerships
------------------------------------------------------------
Center for Community Progress recently released a report titled "Land Banks and Community Land Trusts: Partnering to Provide Equitable Housing Opportunities Now and for Future Generations"

Land banks and community land trusts (CLT) are two entities that, in concert, can help reverse the trajectory of disinvestment and unlock a pipeline of VAD properties to provide much needed quality affordable housing for current and future generations.

Places like Albany, New York; Atlanta, Georgia; and Columbus and Franklin County, Ohio are pioneering models of how these partnerships can support neighborhood stabilization and prevent displacement of vulnerable residents.
