Since the start of the pandemic, our progressive coalition has made loud
and clear the need to support care work in our economy.
We must prioritize and invest in care workers — most of whom are women of
color and immigrant women — by delivering a reconciliation package with a
total $400 billion investment in home and community-based services (HCBS).

demanding that Congress include a transformational investment of $400
billion in HCBS as a part of President Joe Biden’s Build Back Better

This global health pandemic has made it abundantly clear: care is
universal. The inclusion of the $400 reconciliation package will raise
wages and economic security for workers and make home care jobs good jobs
with dignity and strong benefits.
In addition, the HCBS investments will positively impact our economic
recovery by allowing workers to participate in the economy, which will
create an estimated 1.1 million new jobs each year over the next decade.
Care work touches all of our lives from beginning to end, from teachers
and childcare workers, to healthcare workers and home aids. They are one
of the strongest pillars of our economy, and there should be policies in
place to support these workers. Our elected officials have a clear
responsibility to begin the processes of healing our nation and address
the long-standing injustices in our federal funding.
Investing in care work is an investment in all of our futures. Our need
for care has always been universal, and the key to making it a reality for
all is a total investment of $400 billion in HCBS and care infrastructure.
