New Bipartisan Policy Center Resources: Strengthening Early Care and Education Systems and Reducing Child Poverty

The Foundation for Child Development is committed to ensuring that all young children thrive, especially through the promotion of high-quality early care and education systems and the socioeconomic well-being of families. This issue of The Learning Curve features innovative ways in which the Bipartisan Policy Center (BPC) is working to equip policymakers and key stakeholders with detailed policy solutions that are responsive to the needs of young children and their families.

The Right Direction: Mixed Delivery Early Care and Education
BPC’s video stresses the value of a mixed delivery early care and education system for infants, toddlers, preschoolers, and their families across school, center, and home-based settings. It explains how thoughtful implementation of such vital delivery systems can best meet the needs of children, their families, and early educators.

Foundation for Child Development Grants in Action
BPC’s new report, How to Sensibly and Permanently Expand the Child Tax Credit and Earned Income Tax Credit ([link removed]) , explains how policymakers can better implement the Child Tax Credit (CTC) and Earned Income Tax Credit (EITC) to reduce child poverty, aligning with the National Academies of Sciences, Engineering, and Medicine’s 2019 report, A Roadmap to Reducing Child Poverty ([link removed]) . BPC offers policy solutions that would help promote family economic stability by rewarding work and by providing financial resources to support children’s growth and learning.

As the tax credit expansions are set to expire on December 31, 2021, the report provides detailed information on key recommendations to:
* Permanently enhance the Child Tax Credit.

* Permanently expand the Earned Income Tax Credit for childless adults and workers with one child.

* Reduce improper payments of refundable tax credits.

* Pay for permanent policies.
